Study On The Countermeasure Of Optimizing Government Service Of Guangxi Ship Inspection Department

In May 2018,the Autonomous Region Party Committee and the government issued"Some Opinions on Further Deepening Reform and Innovation and Optimizing Business Environment"to further deepen reform and innovation and optimize business environment.In the same month,the Party Committee and the government of the autonomous region organized a conference on deepening reform and optimizing business environment in the whole region,and deployed the optimization of business environment in an all-round way from the level of policy support,focusing on creating a first-class business environment and promoting the high-quality development of Guangxi's economy.To create a first-class business environment,we must optimize government services,and effectively solve the inefficiency of government services and the time-consuming process of enterprises.Therefore,the Party Committee and the government of the autonomous region have put forward measures to serve the people and benefit enterprises.By simplifying government and decentralizing power,optimizing services and flexible policies,we will strive to create a business environment with the least approval,the best process,the highest efficiency,the best service and the best sense of enterprise experience.In order to optimize the government service,various organs,enterprises and institutions have come up with strategies to improve users' experience of government service.It has become a popular way to optimize government service in recent years.It can be seen that the experience of providing services in government service centers is not yet mature,and the extent of promotion varies in various provinces and cities throughout the country,and the adaptability of various departments to such a way is also different.Under the situation that the existing interest pattern of the departments has not been broken,some typical problems have been exposed in the process of providing services in the government service center,such as:lack of overall arrangement of related supporting reforms,inadequate planning and management;limited authority of the departments to set up windows in the center;lagging behind in the implementation of licensed projects and process transformation,etc.The problems caused by the limited power to set up windows in departments are particularly prominent.It leads to many department windows reduced to the "transceiver room" of approval materials,which not only fails to facilitate the service object,but also leads to more cumbersome internal departments,and "one-stop" on-site approval can not be achieved.The research object of this paper is Guangxi Ship Inspection Department,which is also facing such problems.In order to break through this dilemma,dig deep into the problems and causes and find appropriate measures to optimize government services,this paper starts from the foothold of Optimizing Government Services-improving the experience of the service object,using seamless government theory which is consistent with this goal and customer-oriented as a theoretical tool.Seamless government theory is customer-oriented,advocates zero-gap model,and emphasizes the most timely and convenient service for citizens.This paper takes the current situation of government service of Guangxi Ship Inspection Department as the analysis content.Based on the seamless government theory,this paper expounds the problems existing in the government service of Guangxi Ship Inspection Department,and analyses the causes of the problems.Guided by seven management tools of seamless government theory,this paper puts forward the main measures to optimize the government service of Guangxi Ship Inspection Department.
