Since the 1990s,with the profound changes in the economic system and social structure,the Chinese government has comprehensively deepened reform to meet the requirements of the new era of development.As the government functions change rapidly,the performance management of civil servants becomes the core of human resource management in China.Street bureaucrats are those who work in the front line of government departments,have the most direct contact with the public,and are responsible for daily public management affairs.The basic level business law enforcement department is the frontier position of the market supervision system and faces the various market subjects and the public.Therefore,grass-roots law enforcement officials are typical"street bureaucrats."But they have been at the bottom of the chain of performance regulation,with performance issues more prominent.It is the need of our country to construct responsible government to implement performance responsibility and build corresponding accountability mechanism.This study uses the case analysis method and data analysis method.Research Based on Street Bureaucratic Theory and Performance Management Theory.The case of the implementation of the performance accountability of the law enforcement civil servants at the grassroots level of the L Municipal Bureau of Industry and Commerce is taken as a case study.Analyze deeply the practice deviation phenomenon and reason of the basic level civil servant performance accountability.From fostering the administrative ecology of the performance accountability of law enforcement officials at the grassroots level,improving the institutional guarantee of performance accountability,improving the operating technology of performance accountability of law enforcement officials at the grassroots level,and improving the incentive and restraint mechanisms.Put forward the countermeasures and suggestions to promote the long-term and healthy operation of the performance accountability mechanism of law enforcement officials at the grassroots level,further improve the performance management level and performance improvement efficiency of administrative law enforcement departments,and promote the establishment of "responsible government".
