The employment issue has always been the focus of social attention.In recent years,the adjustment of industrial structure in Zhejiang Province has accelerated,and trade friction has affected the development of enterprises.As a result,the economic situation has declined,and the rate of layoffs has increased.The “4555” personnel are a group with greater influence.This paper takes the "4555" personnel as the research object,based on the theory of human capital,new public management theory,human resources market allocation theory,etc.,through the literature research method,investigation method,interview method and other methods to carry out investigation and research.First of all,it clarifies the problems in the public employment service of “4555” personnel,such as the “4555” personnel's own problems,the low quality of public employment service institutions,the imperfect government assistance system,and the low participation of social organizations;secondly,from “ 4555" personnel,government,and society start from the three main subjects,explore the need to promote the re-employment of "4555" personnel,promote the re-employment of "4555" personnel is the need to achieve personal value,is the need to build a "service-oriented" government,is The construction of a harmonious society and the realization of the foundation of the Chinese dream;finally,based on research and theoretical research,explore a “ employment-led,individual initiative,social organization participation ” employment assistance system,focusing on improving employment systems and policies,and transforming government functions.To enhance the communication between various departments and improve service capabilities,give play to the leading role of the government,and better promote the re-employment of "4555" personnel.I hope that through the research in this paper,we can provide theoretical basis for government decision-making.
