Study On "Micro-corruption" Governance From The Perspective Of Holistic Governance

China's social and economics have changed greatly since the Reform and Opening,great changes have taken place in the social structure and interest distribution.The amount and range of corruption problem of China has increased at an alarming rate.Since the Eighteenth National Congress of the CPC,our Party has insisted on the policy must be "zero tolerance to all form into corruption” and constantly pushed forwards the anti-corruption struggle in depth.But in the meanwhile,the "Micro-corruption" problems of masses gradually expose,affecting the masses ‘sense of anti-corruption work.The "Micro-corruption" problems possess concealment,and the harm of its existence to the country and society can not be underestimated.A further development of this situation might lead to a leap towards evil and bad "quality".Analysing and considering those problems carefully,putting forward the effective methods are the radical approaches to solved the corruption problem has a significant practice sense.At present,the main problem of "micro-corruption" lie in the fragmentation of governance.In the investigation and prevention of "micro-corruption",discipline inspection and supervision organs at all levels are decentralized,fragmented and independent,which affects the integrity and systematization of "micro-corruption" governance.The main manifestations are as follows: micro-corruption management resources are scattered,and it is difficult to form a joint force;information systems such as big data are not fully used,and the role of preventing corruption has not been formed;system construction is independent,and the complete scientific prevention and punishment system has not been formed.This paper takes the holistic governance theory as the analysis tool,combines the relevant governance cases of Nanchang City and the related situation of "micro-corruption" governance in recent years,discuss the improvement direction of "micro-corruption" governance of the practical level,and puts forward relevant suggestions.Firstly,the paper analyses the definition of micro-corruption,finds out the subjective and objective causes of micro-corruption,and then proceeds with the overall governance theory to analyze the current fragmentation of micro-corruption governance of China.Then it puts forward the countermeasures and suggestions for three aspects: Establish the integration of "micro-corruption" governance system,establish a multi-supervisory system of "micro-corruption" governance,construct the defense line of "micro-corruption" governance,and construct an early warning and monitoring system of clean government.Put forward the countermeasures and suggestions of Holistic Governance for "micro-corruption" governance,and construct a framework of Holistic Governance of "micro-corruption".
