Research On The Relationship Between "Township Government" And "Village Governance" Under The Project System

Rural relations refer to the relationship between township government and village governance.It is an important window to see the relationship between the state and society.The establishment of the "township and village governance" pattern has systematically changed the unilateral governance model of the country's rural society during the people's commune period,and the social forces within the village began to develop.The abolition of agricultural taxes has profoundly changed the work content and working mode of rural two-level organizations,and the stated control over rural society has been further weakened.The advent of the era of "governing the country through the project",especially the implementation of the rural revitalization strategy,expressed the willingness of the country to bring resources back to the countryside and became a key variable in shaping rural relations.The rural relations also showed some new changes.This article takes Chencun's rural revitalization as a case.Trying to use the research method of participatory observation and the analysis framework of "process-event" to describe in detail the logical rehearsal of Yangliu Town and Chencun in the rural logical sequence.Construct the relationship status at different stages of the opening year,transform it into a "story text",and then discuss the question of "how to guide rural relations toward the goal of good governance in rural areas".According to the research needs,this paper decomposes the core problems to be solved into three sub-problems with inherent logical connections:First,under the project system,what is the development trend of rural relations?Second,why are the rural conflicts one after another,and what are the root causes?Third,how should we construct a benign and interactive rural relationship?This is the research task of the second,third and fourth chapters.The first chapter is the first part of the article,which mainly introduces the foundation of research,including the origin and research significance of the topic,literature review and research methods,core concepts and research content,and the basic situation of field observation.The second part of the text,each chapter describes the three stages of the rural cooperation-conflict-interaction",that is,the whole process of the development of the "story" of this article.In the second chapter,the author finds that under the project system operation,both the township government and the village cadres have new characteristics,and rural cooperation will become the overall trend of rural relations development.In the third chapter,the author finds that the township government under the project system has both strong self-interested impulses and extensive profit-making power.The expression of self-interest in townships has become the root of the persistence of rural conflicts.In the fourth chapter,the author finds that constructing a benign interactive relationship in the countryside is an effective way to alleviate the rural conflict.This can be achieved by overcoming the self-interest of township self-interest,strengthening the village-level autonomy,improving the rules of rural governance,and strengthening the construction of rural grass-roots party.The aspect is to promote.In the third part of the article,we will make a final summary of the three issues raised in the previous article and look forward to future research.The place closest to the problem is often the closest to the solution to the problem.The existence of rural conflict cannot deny that rural cooperation has become the overall trend of rural relations development.It is to guide rural relations to a benign interactive track and promote the turning of rural cooperation.It is the proper cornotation of good governance in rural areas to construct a benign interactive relationship in the countryside,and to achieve a benign interaction between the countryside and promote rural cooperation.
