Research On Supporting Policies To Alleviate The Financing Dilemma Of Small And Medium

Since the reform and opening up,small and medium-sized enterprises have developed rapidly,playing an important role in promoting stable and rapid economic growth,expanding employment,optimizing economic structure and ensuring social stability.However,due to the internal and external factors such as enterprise itself,policy environment,economic downturn and so on,the survival situation of small and medium-sized enterprises is still grim,especially the impact of difficult financing on small and medium-sized enterprises is more profound.Around the financing problem,various ministries and agencies of the State Council have issued a series of policies and regulations.These policies and regulations have played a role in alleviating the financing difficulties of small and medium-sized enterprises,but the policy itself and the effect of policy implementation need to be improved.Considering our national conditions,our government plays a key role.From the perspective of government behavior and taking Heyuan City as an example,this paper firstly analyses the financing status of small and medium-sized enterprises in Heyuan City,including the single financing channels of small and medium-sized enterprises,mainly relying on loans from banking financial institutions,the difficulty of bank loans and the high financing cost,and then analyses the causes of the problems from three aspects of enterprises themselves,financial services and supporting policies.Starting with a series of policies and regulations issued at three levels in Guangdong Province and Heyuan City,this paper summarizes the results of the implementation of the policies,and points out the shortcomings of the policies,such as the difficulty of playing the role of government agencies,the lack of systematic policy formulation,inadequate policy publicity,strict access to capital markets,imperfect legal system and imperfect credit information system.On the basis of learning from the advanced experience of foreign governments in supporting the financing of small and medium-sized enterprises and combining with the reality of our country,this paper puts forward some policy suggestions for government agencies in alleviating the financing difficulties.As a link between enterprises,financial institutions and other social organizations,government agencies play a key role in supporting the financing of small and medium-sized enterprises.Therefore,we should start with strengthening the construction of laws and regulations,public service system,financial environment,policy supervision mechanism,financial and taxation support and cooperation mode innovation.It can fundamentally alleviate the financing problem of small and medium-sized enterprises.There is no doubt that government agencies are determined to improve the financing environment.Our government is fully investigating the financing situation of small and medium-sized enterprises,summing up successful experience,combining with reality,gradually promulgating and improving supporting policies,and further deepening the policy and regulatory system,which will be of great significance to alleviate the financing difficulties of small and medium-sized enterprises.
