From Market Orientation To "Government Platform"

At present,the research on government behavior in grass-roots governance practice is mostly focused on how to realize the withdrawal from"unfamiliar areas" and the active shaping process of "strong government"image.Under the background of the goal of "simplifying government and decentralizing power,transforming government functions,building a service-oriented government and reducing intervention",the grass-roots government has become "overburdened" under the reality of increasing pressure and tasks from top to bottom.Therefore,it is a wise choice for the government to release the tasks at hand as much as possible and "cut in as little as possible".However,the phenomena of"strong government"and "strong dominance"still exist widely in grass-roots practice,which indicates that the government has the logic of"helplessness"in the process of governance.Based on the empirical phenomena of the governance process of a grass-roots government,this paper uses the governance theory to analyze the process of the grass-roots government from market orientation to"helplessness" in building poverty alleviation scenic spots.It is concluded that the main reasons for the local government from the initial market orientation to the final"helplessness"are the insufficient participation of villagers,the"dereliction of duty,of enterprises and the frequent unexpected consequences.On this basis,from the perspective of structure and initiative,several analysis indicators are proposed,such as"top-down institutional constraints","bottom-up social needs","self-factors of stakeholders".The top-down institutional constraints include policy basis and pressure-based system;the bottom-up social needs include the social needs of the people and the defects of the market;and the self-determination of government stakeholders.Personal factors include achievement pursuit and personal quality.Then the basic logic of explaining the"government's role" is tentatively put forward:the higher government A forms the policy basis according to its own wishes,and transmits it downward to the lower government B through the pressure system.At the same time,the bottom-up needs of the public have a behavioral requirement for government B.Government B produces public behavior according to the relevant policy basis,and decides the subject of public behavior implementation.In the whole process,the higher government A supervises and restricts B through the pressure system.The result-oriented government B handed over the implementation of public services to other subjects for the consideration of changing its functions and reducing its own burden.However,the serious consequences caused by inherent defects in the market will make it difficult for B to bear.Therefore,government B tends to adopt public behavior in the way of "leading" and "strong government",thus resulting in the phenomenon of"helplessness" of the government.Finally,it is pointed out that the phenomenon of "helplessness" of the government has its inherent inevitability in the grass-roots governance of our country.
