Research On The Optimization Of Confidentiality Management Of Party And Government Organs At The Grass-Roots Level

It is confidentiality that is an important task for the Party and the country which is bound up with national security,social stability and economic development.In the process from the founding of the Communist Party of China to the establishment of the People's Republic of China,the party's confidential work has made a prominent contribution in terms of the party's creation and development as well as the victory of the revolutionary cause.The information age has come and the confidential work has also kept pace with the domestic and foreign situation,making due contribution to the security and development of the great achievements and the great changes regarding the Party and the country's reform and opening up.With the increasing overall national strength and international status of China,however,the fact we must not ignore is that the security of state secrets is facing more and more serious challenges,that is,the problem of leaks is getting worse,the network is becoming too sophisticated,and the struggle against stealing secrets and the anti-stealing secrets is becoming more acute and complex.In recent years,the informationization construction of Party and government organizations has progressed steadily which has become more and more open and transparent while the cases of network breach and leakage have occurred from time to time.As for the Party and government organizations at the grassroots level that is the important but weak links in the work of state secrecy,there exist problems of a relatively weak sense of confidentiality,a relatively lack of information security,a relatively loose security management of information secrecy and the relatively simple methods for anti-theft and anti-disclosure.Therefore,how to optimize the confidentiality management at the grass-roots level has gradually become a major practical issue which the grassroots party and government organizations must face and should highly valued.By means of the literature research method,comparative analysis,field research,and case analysis,etc.,this paper gives a comprehensive introduction to the development of the confidential work system in China and the basic contents of the confidential work of the Party and government organizations at the grassroots level,and narrates the typical work and its effectiveness of the confidential work of the Party and government organs at the grassroots level while summarizing the successful experiences and practices of other advanced units.In the light of the recent cases of leaking secrets taking place in the Party and government organizations at the grassroots level in China,this paper analyzes the shortcomings and problems in the secrecy work of Party andgovernment organizations at the grassroots level,and makes a analysis of the reasons for those problems by summarizing the following five aspects,that is,the lack of attention to the secrecy work of the leaders of party and government organizations at the grassroots level,the imperfect construction of the system,the insufficient inspection,the insufficient means of education,and the lack of personnel management.In view of the above five reasons,this paper has put forward five measures based on the actual situation of the confidential work at the grassroots level,taking into account the experience and main practices of the advanced cities and counties in terms of confidential work in China,such as Suzhou,Qingdao and Qingyang.Such measures includes improving the design of the macro top level as well as the confidential management system,strengthening confidential publicity and education,increasing investment in confidential technology,and improving the construction of confidential teams,the practicality and operation of which are more reasonable and can effectively optimize while serving as some suggestions and references to the secrecy work of party and government organizations at the grassroots level.
