Risks are ubiquitous in social life,which will cause a variety of damages to the subjects in social life.Volunteer service also has its own risks and damages.Insurance is a reliable remedy for the occurrence of risks.The regulations on volunteer service put forward that volunteer service organizations should purchase personal insurance for volunteers participating in volunteer services,which undoubtedly provides legal protection for volunteers.However,there are no specific rules and standards for the implementation of this provision,and only the personal injury in volunteer service is required.Due to the high freedom of clauses,the execution is weak,and the property loss and third-party liability risk involved in volunteer service are not covered.Most volunteers still cannot get the corresponding protection when the risk occurs.To improve the role of insurance in volunteer services can not only relieve the worries of volunteers,but also play an important role in promoting the healthy development of volunteer services and improving the national governance system.Compulsory insurance is one of the important means to achieve social equity.Compulsory insurance and volunteer service have a high degree of correspondence in risk characteristics,public welfare characteristics and mandatory characteristics,so it is feasible to implement volunteer service compulsory insurance.There are also successful practices of implementing volunteer service insurance in the world.From the perspective of promoting volunteer service,protecting volunteers and the third party involved in the service,this paper discusses the system design of volunteer service compulsory insurance.Specifically,this paper mainly includes the following aspects:The first part mainly discusses the legal relationship and risk loss in volunteer service.This chapter mainly defines relevant concepts involved in volunteer service,especially differentiates the approximate concepts of volunteer service organization and volunteer service organizers,then to analyze the risk of loss for volunteer service,points out the risks of volunteer faced,and emphatically points out that the current liability risk are easy to be ignored,volunteer service need to the corresponding policy as guarantee.The second part mainly talks about the particularity of the volunteer service insurance contract.This chapter makes a brief analysis from the aspects of contract subject,insurance liability,insurance liability identification,compensation and so on.The third part mainly talks about the rationality of applying compulsory insurance to volunteer service.Based on the analysis of the common characteristics of compulsoryinsurance and volunteer service,this paper discusses the agreement between volunteer service and compulsory insurance,and analyses the value of the implementation of compulsory insurance for volunteer service.The fourth part mainly describes the practice of volunteer service insurance at home and abroad.This chapter starts from the exploration of volunteer service insurance at home and abroad,compares various practices of volunteer service insurance,and then makes a comparative analysis of domestic practices,as well as national and local practices,and summarizes good experiences and practices.The fifth part focuses on volunteer compulsory insurance contract in detail.This chapter mainly discusses some issues that should be paid more attention to the design of volunteer compulsory insurance compared with general insurance contract.
