Problem And Countermeasure Research On Credible Environment Construction Project In Ningjin County Of Shandong Province

Integrity is the cornerstone of social development.The construction of a credible environment is the core in the huge social credit system,which leads other social entities to play their own role.Currently,China is at the stage of social transformation and various social problems have come to the fore,so it is imminent to enhance the construction of the credit environment.The relevant departments and regions of the country have successively carried out pilot projects for constructing various forms of social credit system.However,there are few breakthroughs in the county-level government.Ningjin,Shandong Province,started the government-oriented credit environment construction project from a general point of view with the consideration of the real problem.These approaches effectively altered the social atmosphere,enhanced regional competitiveness and built a comprehensive social credit environment which is maintained and shared by governments,enterprises and citizens.This paper takes Ningjin County of Shandong Province as the research object.Based on the theory of honesty,honesty environment,honest environment engineering and credit information system,we did research on constructing honest environment by comprehensively utilize literature analysis method,empirical analysis method and social investigation.Combining the development of the honest environment construction project in Ningjin in the last five years,we summarize from two aspects: the credit information management network of the county and the establishment of relevant credit system.Meanwhile,by reviewing domestic and foreign literatures,and referencing the relevant experience of the government's work on constructing the credible environment,we summarize the problems and characteristics of the project itself,study the causes behind it and propose effective solutions.The main conclusions in this paper are as follows:(1)The credit environment construction project in Ningjin County still has problems such as imperfect construction for the platform of credit environment and lack of responsibility for the construction of government credit environment.(2)The main causes for these problems include the imperfect construction of the legal system for credibleenvironment,the lack of information sharing while constructing the credible environment,related officers do not have relevant professional knowledge,the negative impact effect caused by the traditional culture and the imperfect regulatory system of the government.(3)We will establish the rules and regulations to guarantee the supervision responsibility while constructing and implementing the credible environment.To stabilize the progress of credible environment construction project,we will carry out self-examination and self-revision activities,holding promotional workshops and organizing related learning sessions for the professional knowledge.The conclusions drawn from the above research can be targeted to improve the credible environment construction project in Ningjin County,Shandong Province,and guide the direction for constructing the credible environment.
