The peace agreement is a key step in the region's efforts to end armed conflict and advance the peace process.One of the main issues is the resettlement of victims and combatants and the accountability of those involved.However,as participants and victims of armed conflict,child soldiers had their needs and rights not included in the peace agreements before 1996,and their situation had not been taken seriously by both parties to the conflict.In the peace agreements after 1996,only demobilization and reintegration were given relative priority,and no distinction was made between child soldiers and ordinary civilian victims and combatants.So the question of justice and impunity for victims remains.Although the recruitment and use of child soldiers in armed conflicts is clearly prohibited by international law,in practice,the situation of child soldiers still cannot be improved,and some actors who should be held legally responsible are still at large.As a deterrent and a warning,there is no doubt that the issues of justice and impunity should be explicitly and specifically incorporated into the peace agreements.The problem with this,however,is that it could hinder peace talks and the peace process.In this way,the differences between justice and peace have also been aroused,which has attracted the attention of the international community.The relationship between regional peace and the search for justice has been further complicated by the prosecution of the special court for sierra leone and related cases brought before it after the establishment of the international criminal court and the prosecution and arrest of those responsible for the recruitment and use of children in armed conflict under the Rome statute.From the perspective of international law,this paper discusses and analyzes the issue of child soldiers in peace agreements,and the roles that peace agreements play in protecting children's basic rights and interests,seeking justice for children,promoting peace process after the end of conflicts and realizing long-term peace and stability of regional situation.Among them,this paper pays particular attention to the new precedents in the special court for sierra leone and the international criminal court,and USES the peace process in northern Uganda as a case study.For it has been suggested that the division between peace and justice may be an illusion,and that it is possible to pursue peace and justice with impunity.
