Study On The Asymmetry Of County And Rural Power And Financial Resources

Under the condition of market economy,the basis of dealing with intergovernmental financial relations is the rational distribution of financial power and affair power,and it is also an important link to ensure the operational efficiency of the public sector.The so-called power is in public affairs and services,each level of government should assume the actual tasks and responsibilities,it reflects the different levels of government for the functions and responsibilities of management affairs,mainly highlighting the administrative subordinate relationship between higher and lower levels.The financial right refers to the right of the governments at all levels to control,manage and use the finance within the scope of law.Authority is closely related to financial power,which provides political protection for financial power,and financial power is the financial basis of authority.Therefore,balancing and dealing with the relationship between the two is not only related to the mobilization of the enthusiasm of governments at all levels,more importantly,it affects the economic development of the country or local,and even political stability.The existing research on the power and financial power of governments at all levels mostly takes the central and local governments as the research objects,and from the perspective of fiscal revenue and expenditure distribution,puts forward opinions and suggestions for the reform of Finance and taxation,and seldom excavates the role of straightening out the relationship between the power and financial power of grass-roots governments in improving work efficiency.Grass-roots governments,especially at the county and township levels,bear a large number of practical public services.As an important part of the local financial relationship,county-township financial relationship is a key entry point to analyze the current county-township relationship and promote the implementation of the strategy of rural revitalization.The current fiscal and taxation system emphasizes the central government’s collection of financial power,while the decentralization of power leads to the situation that local fiscal revenue is not enough.This phenomenon is particularly evident in the county and township grassroots level.This paper attempts to introduce the theoretical basis of administrative contract system to analyze the relationship between the power and financial resources of county and township governments at the grass-roots level.The county-level government entrusts tasks,powers,interests and responsibilities to the township government through administrative contracting.Township governments can arrange their own time,way and method to accomplish tasks according to the actual situation,and have strong autonomy and enthusiasm.However,they also need to bear the accountability and punishment caused by adverse results.Selecting N counties and subordinate townships(streets)in S Province as the research sites,this paper makes an analysis and Study on the current situation,existing problems and causes of county and township power and financial operation system,and explores the significance of administrative contractual work to effectively promote the development of grass-roots governance system and governance capacity.The research shows that the rational allocation of power and financial resources of county and township governments is conducive to the improvement of public service level,the modernization of county governance system and governance capacity,and the implementation of Rural Revitalization strategy.
