Optimization Of Policy System For Zhengzhou-Luoyang-Xinxiang National Innovation Demonstration Zone

In April 2016,the State Council approved the construction of ZhengzhouLuoyang-Xinxiang National Innovation Demonstration Zone,which shoulders the important mission of first trying,exploring experience and making demonstrations in promoting independent innovation and the development of high-tech industries,especially in promoting innovation-driven development through policy innovation.In the actual construction,Zhengzhou-Luoyang-Xinxiang National Innovation Demonstration Zone not only lags behind other National Innovation Demonstration Zone in economic volume and innovation index,but also has deficiencies in the construction of policy system,which restricts its development.This paper takes the policy system of Zhengzhou-Luoyang-Xinxiang National Innovation Demonstration Zone as the research object,and combs the policy system of Zhengzhou-Luoyang-Xinxiang National Innovation Demonstration Zone with the methods of literature research and comparative analysis.At the same time,through sorting out the policies of well-developed National Innovation Demonstration Zones such as Zhongguancun,it is found that these National Innovation Demonstration Zones with strong innovation strength and rapid development have established a complete set of policy systems to promote innovation-driven development of National Innovation Demonstration Zones.By comparing with the policies of Zhongguancun and other National Innovation Demonstration Zones,it is pointed out that the main problems of Zhengzhou-Luoyang-Xinxiang National Innovation Demonstration Zone are the lack of programmatic documents and specific implementation rules in the vertical policy system,the insufficient coverage of policies in the horizontal policy system,especially in many links and fields of innovation activities,policies to support innovation have not yet been introduced,at the same time,there are some problems in the policies and measures that have been issued,such as poor progressiveness,innovativeness and pertinence,so that there is a lack of strong policy support for innovative activities.On the basis of drawing lessons from other countries achievements in policy system construction of National Innovation Demonstration Zone,this paper studies and puts forward suggestions on policy system optimization of Zhengzhou-LuoyangXinxiang National Innovation Demonstration Zone,promulgate regulations of Zhengzhou-Luoyang-Xinxiang National Innovation Demonstration Zone in vertical policy system construction,plan the construction of Zhengzhou-Luoyang-Xinxiang National Innovation Demonstration Zone,and provide legal guarantee;and in view of the policies promulgated,refines the detailed implementation rules in time to ensure the implementation of policies.In the construction of horizontal policy system,expanding the coverage of policy on innovation links,in addition to the links of scientific and technological innovation such as the cultivation of innovative subjects,the introduction of talents,the transformation of scientific and technological achievements and the combination of science and technology and finance,innovative policies should also be introduced in the fields of management system,service guarantee and so on,so as to achieve comprehensive coverage of policy system.Through the formulation and promulgation of the above policies,a pyramid-shaped policy system of vertical chain,horizontal sheet has been constructed.Through a sound and innovative policy system,we can fully release policy dividends,create a good environment for innovation,stimulate innovation and entrepreneurship,promote innovation-driven development of Zhengzhou-Luoyang-Xinxiang National Innovation Demonstration Zone,and gradually build High Land of Scientific and Technological Innovation in the Midwest,lead the demonstration and drive the high-quality development of Henan Province.
