Saudi Arabia,as one of the greatest powers in the Middle East,has multiple identities.It is not only the GCC leadership center,but also the "guardian" of the two holy cities of Mecca and Medina.It also has strong economic strength and comprehensive national strength,and occupies an important position in the Islamic countries in the Middle East and even in the world.With the continuous development of globalization and the accumulation of wealth,Saudi Arabia's active participation in foreign aid has attracted the attention of the international community.As early as the 1970 s,Saudi Arabia's foreign aid accounted for about 3?5% of its gross national product annually.By 1978,Saudi Arabia was second only to the United States in total annual aid funds,ranking second in the world.After the Arab Spring,Saudi Arabia actively participated in international affairs,and foreign aid has gradually become one of Saudi Arabia's important diplomatic means.Based on the framework of global aid governance theory,starting from the basis and current situation of Saudi Arabia's foreign aid,combining with the characteristics of Saudi Arabia's foreign aid mode,preference and motivation,this paper analyses the original intention of Saudi Arabia's active participation in global governance and its contribution to promoting global economic recovery and development,aiming at highlighting Saudi Arabia's foreign aid's help to developing countries and enhancing Saudi Arabia's "soft power".Meanwhile,it explores the significance behind Saudi Arabia's foreign aid and the opportunities and challenges it will face in the future.
