Research On Relief Management Of Urban Vagrants And Beggars In N City

Under the background of over ten years,“City life without the help of the homeless and beggars management approach”,The relationship between the relief management station and the rescued vagrants and beggars has been greatly eased,and the value of the relief management system has been generally recognized by the society.It is still a very important subject to study the social relief of vagrants and beggar.Under the new situation that China has entered a new era of development and is determined to build a moderately prosperous society in all respects and make great efforts to win the battle against poverty,the study on the relief and management of urban vagrants and beggars is conducive to promoting social harmony and stable development.This paper uses the theory of governance,literature research,field investigation,case analysis and other methods to mainly carry out research.Through the analysis and research on the composition of vagrants and beggars and the current situation of relief management in N city,the measures and effects of relief management in N city are described.The problems existing in the rescue management of N city are found as follows: first,the operation of the rescue management mechanism is not smooth;second,the effectiveness of the rescue management is not high;third,the capability of the main body of the rescue management is insufficient.After in-depth investigation and analysis,the specific reasons are as follows: first,the relief management system is not perfect;second,the relief management has not touched the root of vagrancy and begging;third,the social resources used for relief management are insufficient;fourth,the relief management team is not highly professional.On the basis of in-depth analysis of the reasons,this study thinks that can aid management from the following four aspects: strengthen the N city,specifically: one is to improve management of relief for vagrants and beggars,and second,the source set out to build the social security network,3 it is to broaden the social forces to participate in rescue management,four is to improve the quality and professional rescue management team.Through the above measures,in order to better improve the current relief management of vagrants and beggars.
