The most important thing to govern the country is to use people.A great struggle,a grand cause,requires a high-quality cadre team.As the party's 19 th National Congress report said,"Party cadres are the backbone of the party and the state." In the new era of decisive victory in building a well-off society in an all-round way and realizing the great rejuvenation of the Chinese nation,the issue of selecting and employing people has always been an important issue in governing the country.In the past 40 years of reform and opening up,the training and selection of cadres in China has made great achievements and promoted the prosperity and development of social undertakings.However,in the process of open selection of cadres,there have been some problems of that“only votes,only points,only GDP,only age”or the mismatch between degree and actual work requirements;and in the modernization drive,there have been emerged in the endless stream of "four winds" new situation,inaction,corruption and other issues.How to adhere to the correct selection and employment orientation and the great practice of governing the party and the country in the reform and opening up is a major issue in the new era to promote the modernization of the national governance system and governance capacity.Studying the current governance practice of China's correct selection and employment orientation is of great guiding significance for further deepening the understanding of the Marxist ruling party's selection and employment rules and strengthening the cadre team building in the new era.The dissertation is divided into four parts.Firstly,through the combing of the current research status of domestic and foreign talent selection,the research value and ideas of this paper are expounded.Secondly,the series of achievements that the practice and exploration of the correct selection and employment orientation in China since the 18 th National Congress of the Communist Party of China have been sorted out,highlighting the importance of adhering to the correct selection and employment orientation to the construction of the party and government leading cadre selection system in China,and strengthening the problem orientation,further strengthening the value orientation,selection criteria and implementation in the current practice of selecting and employing people in China.Inductive analysis of problems in procedures,methods,and performance selection.Thirdly,combined with the current domestic research status,the author puts forward the research perspective of institutional logic,from the three levels of social logic,market logic,and national logic.The problems existing in the problem are traced to the source.Finally,from the perspective of institutional logic,the key points of adhering to the correct selection and employment-oriented governance practice are pointed out,and countermeasures and suggestions for cracking the corresponding problems are proposed.
