Study On The Government Function Optimization Of Juveniles’ Ideological And Moral Construction In Zhenjiang City

Doing a good job in ideological and moral construction of juveniles is an important measure to cultivate qualified builders and successors of socialism with Chinese characteristics and to ensure successors of the cause of the Party and the state.It is the key to make up for the shortcomings in the construction of spiritual civilization from the source,to promote the coordinated development of material civilization and spiritual civilization and to win a well-off society in an all-round way.China’s minor population accounts for nearly one-third of the total population.Their ideological and moral construction is related to the overall quality and spiritual shaping of the Chinese nation,as well as to the future of the country and the direction of national destiny.At present,with the new changes in the international and domestic situation,the further expansion of opening up and the in-depth development of market economy and network media,multi-cultural and multi-values have a certain impact on the traditional moral system.Under the new historical conditions,there are some new situations and problems in the ideological and moral status of juveniles.Meanwhile,the ideological and moral construction of juveniles still has many weak links which need to be strengthened urgently in the aspects of system mechanism,ideology,content and form,team building,funds investment,policy measures and the like,which should be paid enough attention by governments at all levels.This paper takes Zhenjiang City as an example,analyzing the current dilemma of the government function through the analysis and investigation of the present situation of the government function in the ideological and moral construction of juveniles,and then puts forward some countermeasures and suggestions to optimize the government function.Based on the Construction of Spiritual Civilization in Socialist Thought with Chinese characteristics and Marxism-Leninism,the theory of public goods and the theory of new public management,this study collects basic information through field research,questionnaire survey and individual interviews,and introduces the concept of government performance evaluation according to the evaluation dimensions listed in the National Evaluation System of Juvenilest’Ideological and Moral Cons’truction,combined with the reality of Zhenjiang city,this paper systematically describes and portrays the current situation of the government function in the ideological and moral construction of juveniles through subjective evaluation and objective observation and evaluation.The ideological and moral construction of juveniles is a systematic and long-term project.The particularity of the juvenile period and the development of the external environment determine that the ideological and moral construction needs to constantly adapt to the new situation and solve new problems.From the perspective of the functions played by the government in the ideological and moral construction of juveniles,it mainly includes the functions of subject implementation,resource supply,management regulation,supervision and evaluation.Through data analysis and qualitative research,it is found that there are some problems in the current government functions,such as orientation deviation,block limitations,coordination difficulties,grassroots dilemma and so on.Based on this,this paper puts forward some suggestions to improve the function of the government in the ideological and moral construction of minors,such as renewing the concept of guidance,optimizing block coordination,perfecting the code of conduct,optimizing the guarantee of mediation,so as to provide reference for the government to optimize its function and enhance its efficiency.
