Research On Grassroots Democracy Practice Under The Background Of "the Towns Transformed Into Streets"

With the introduction of urban-rural integration and new urbanization strategies,the reform of administrative divisions of towns(streets),led by government administrative forces,represented by township was transformed into a street,has emerged as an important means of promoting urbanization,this is conducive to the integration and collection of regional resources,and better achieve regional coordinated development.However,after the township was transformed into a street,the township was transformed from a grassroots government to a district-level agency—street,the party members’ congresses and people’s congresses that originally belonged to the township level were no longer established,and the social public participation in the management of social economic affairs institutionalized channels appeared to be“broken”,the institutional channels through which the streets listen to public opinion and bring together the people’s wisdom are hindered,so how should the participation and the expression of the public be realized?Yuhang’s grassroots democratic practice—the Street Democracy Consultative Meeting is an effective response to this issue,by establishing a platform for mutual exchange and consultation between the government and the public,we will make up for the system gap brought about by the "township was transformed into a street".This study takes the street democracy consultation council as an example to introduce its organizational structure,the selection,rights and obligations of the deputies,convening and closing,post-conference supervision and evaluation,etc.,and analyze the main characteristics,functions and limitations of the street democratic consultation council,and find that the street democratic consultation meeting can"replace"the functions of the original party congress and people’s congress to a certain extent,Yuhang’s experience continued the grassroots democracy and achieved good governance effects in the context of urbanization.On this basis,we will further explore the function expansion of the deliberative democracy in the background of urbanization,the reproducibility of Yuhang experience,and propose relevant countermeasures and suggestions,this will bring us experience and inspiration in how to carry out better grassroots democratic governance under the new urbanization.
