Case Study Of Deliberative Democracy In The Lizexiyuanyiqu Community,Chaoyang District,Beijing

In recent years,the issue of community governance has gradually become a hot spot of concern for both government and academia.Some helpful attempts have been made by various places and summed up some experience and practices.The research results of community governance in academia have also become more and more numerous.At present,enhancing the ability of community residents to participate,improving the capacity of community residents to negotiate and discuss,and exploring how residents' participation in community govermance become the focus of research in community governance issues.Based on this background,this article selects the residents of Lizexiyuanyiqu Community,Chaoyang District,Beijing(hereinafter referred to as "Liyi Community")to take part in community governance practices to carry out case studies.Based on the first-hand information about the innovative governance practices in Liyi Community,this article interviewed community leaders and relevant personnel,participates in a community council consultation with participatory observation,and based on civil society theory,polycentric governance theory and collaborative governance theory,analysis of community governance innovation practices.Through studying the background reasons,innovations,governance patterns,and operational processes of Liyi community consultation governance,it is possible to find out what kind of governance procedures are to achieve effective governance,and to understand the choices of community public affairs issues,the proposal of solutions,and decision logic.Then we will explore and improve the governance framework for democratic consultation in urban communities.This article first describes the basic situation of Liyi Community council,observes the Liyi Community council meeting on the basis of its decision-making process to track and conduct a comprehensive analysis of in-depth analysis,summed up to analysis of the main demands of all parties,the scientific choice of residents Participation,determine the main consultation,questionnaire residents needs,the establishment of the working system and decision-making mechanism,the introduction of Robert's rules of procedure,to develop capacity for deliberation,deliberative decision-making to implement the project-based approach of eight practical content.Second,summarize its successful experience.And compare it with the domestic advanced community governance mode,analyze its advantages and disadvantages,and put forward perfect suggestions according to the problems.
