Study On The Government Functions In The Process Of Promoting The Potato Staple Food Strategy In Heilongjiang Province

The outline of the medium-and long-term plan for national food security(2008-2020)clearly requires that China's grain self-sufficiency rate should reach the target of 95%to ensure adequate food supply.But at this stage,China's food self-sufficiency rate is only 83%.Actively developing new grain varieties and increasing grain self-sufficiency rate are the top priorities of building a higher quality and more sustainable food security system.Potato contains seven kinds of nutrients needed by human beings as well as a large amount of vitamin C and dietary fiber.It is low in fat and is eaten as staple food in many countries.In January 2015,China's ministry of agriculture formally proposed the implementation of potato staple food strategy,and established the status of potato as the main grain,with a view to solving China's food security problems.As an important driving force of potato staple food strategy,the government's function plays a direct role in the implementation process of potato staple food strategy.To promote the potato staple food strategy requires the joint efforts of the central and local governments.Heilongjiang province is a large agricultural province in China.Since the potato staple food strategy was put forward,Heilongjiang province has actively implemented the national strategy and played an important role in promoting the potato staple food strategy.However,there is still a vacancy in the performance of government functions,which to some extent limits the development of potato staple food and affects the process of strategy implementation.Therefore,how to optimize government functions and accelerate the potato staple food strategy has become an urgent problem to be solved.In this paper,on the premise of a lot of reading related material,this paper expounds in detail the potato food strategy put forward the background and the research results at home and abroad,the government intervention theory,new public management theory,governance theory as the theoretical basis,using the method of literature research,investigation,analysis,sum up experience and analysis.Through to the Heilongjiang province potato food strategy of development status and the functions of the government to perform the analysis of the situation,Pointed out that in promoting potato staple food in Heilongjiang province,the phenomenon of the absence of government function and the reason,gansu,Inner Mongolia autonomous region government to promote potato food strategy of practice experience and conclusion the SWOT analysis,based on the actual situation of Heilongjiang province,put forward the optimization strategy and measures of the government function.Main research contents and results are as follows:(1)Make clear the significance of the government's strategy of promoting potato staple food and the functional positioning of the government in the process of promoting potato staple food strategy.The government is the main promoter of potato staple food strategy.In the process of promoting potato staple food strategy,the government should give full play to the functions of planning,coordination,service and supervision.(2)Through to the Heilongjiang province potato staple strategic development present situation,the functions of the government performance and promote potato food change government function orientation in the process of the strategy of relative standard,points out that the Heilongjiang province in promoting the staple food strategy,potato,the phenomenon of the absence of government
