| According to statistics,since 2013,Tianjin has entered an accelerating period of population aging.From 2013 to 2016,the average annual growth rate of household registration population in Tianjin was around 1.32%,while the population of senior citizens aged 60 or above had an average annual growth rate of 6.69%.With an increase in the rate,the average annual growth rate of the elderly population is far greater than the population growth rate of household registration.The problem of population aging is very serious.Aging of the society is increasing,which not only increases the family burden,but also has a huge impact on economic development.At the same time,the city of Tianjin conducted a survey of disabled seniors and estimated that the total number was about 143,300,accounting for 6.65%of the total elderly population.Judging from the current situation,it is expected that by 2030,the number of disability elderly in Tianjin will exceed 200,000.Therefore,in this severe situation,how Tianjin solves the problem of providing pensions for the elderly population with large future size,and in particular to solve the old-age problem of the disabled old people,has become a major issue related to the socio-economic development of Tianjin.As a new type of old-age care,home-based care has gradually aroused widespread concern in society.In the endowment construction,Tianjin City fully affirmed the way of home-based care for the elderly and used it as an important part of endowment construction.It has successively launched the "973 Plan" and "964 Plan" to promote the implementation of home-based care for the elderly.However,during the implementation process,a series of problems have also emerged,such as inadequate home-based pension service policies,low penetration rate,narrow coverage,lack of relevance,disconnected policies and implementation,inadequate supply of services,and inability to meet the needs of the elderly.Wait.In order to explore the situation of disability old people in homes,we provide more professional protection for disabled elderly people.First of all,we will understand the current situation of population aging in Tianjin and the development status of home-based care services in Tianjin.Secondly,a simple description and analysis of the basic situation of 793 disabled elders in 10 districts in Tianjin,and a study on the demand and utilization of home-based care in Tianjin,found that there is a serious supply and demand gap in home-based care services.In order to more accurately locate the needs of elderly people with different disabilities and provide ideas for resolving the supply and demand gap,this paper further analyzes the influencing factors of service needs of disabled elderly homes using the dualistic logistic regression to find out the gender,age,and educational level of the disabled elderly.The factors such as the number of children,the number of children,the income level,the willingness of elderly care providers to live in,the physical exhaustion of caregivers,and the understanding of home-based care services will all affect the choice of home-based care services for the disabled.At the end of the article,combined with research findings and questions,recommendations were made for the further development of home-based care services in Tianjin.First of all,in terms of family,we should change the concept of family pension and share retirement.Second,the government,to improve the laws and regulations related to home-based care,especially for special groups such as disability elderly to be in place,to specify the general direction of home care for the elderly.Finally,in the social aspect,it explores a survey and evaluation system that meets the needs of the disabled elderly in China and strengthens the construction of the elderly platform.Only through the concerted efforts of all parties and the continuous optimization of home-based care services can we build a healthy old-age care platform for the elderly,especially disabled seniors. |
