Research On The Legal System Of University Information Disclosure From The Perspective Of School Administration By Law

College and University Information Disclosure is a natural extension and inevitable requirement of Government Information Disclosure in the field of higher education.With "Regulations on the Openness of Government Information","Measures for Information Disclosure of Colleges and Universities","List of Information Disclosures for Colleges and Universities" have been promulgated and implemented,It lays a legal foundation for promoting information disclosure in universities.In recent years,many colleges and universities have used information disclosure as a way to realize school governance and democratic management.On the basis of the original opening school affairs,colleges and universities combined with the actual situation of the school,and in accordance with the requirements of the Measures and the List,The construction of the university information disclosure system has effectively promoted the process of school governance and democratic management in accordance with the law,and played an important role in creating a sunny campus and promoting school reform and development.However,the current system building of Information Disclosure in China's colleges and universities has made some achievements,but they are many problems.achieved a lot of problems that need to be solved.These problems involve both the design of the legal system and implementation level of the legal system.In view of this,in order to comprehensively and deeply analyze the current state of information disclosure in colleges and universities,this paper uses the "College and University Information Disclosure Methods," and "College and University Information Disclosure List" as the basis,constructs a set of evaluation contents of university information disclosure.And use this as a standard to conduct an empirical investigation of colleges and universities in Xi'an.Through the university information disclosure website survey and questionnaire survey,the author finds that the information disclosure degree of the nine universities in Xi'an is not as good as it is.The result of the research presents Some problems:the contents and range of university information disclosure is not completed,the channel of disclosure is not smooth,the information disclosure content of the university is not comprehensive,the channel of disclosure and the information disclosure website construction need to be improved,the university information disclosure lacks of supervision and relieve system.On this basis,the author analyzes the reasons for this situation in the following aspects: First,the lack of implementation of information disclosure norms;Second,the lag of university management system;Third,the definition of university information disclosure is vague;Fourth,university information disclosure The monitoring mechanism is not sound.Aiming at the existing problems and causes,combined with the successful experience of university information disclosure outside the university,this paper puts forward the countermeasures to improve the legal system of university information disclosure,from perfecting the university management system,improving the scope of university information disclosure,improving the information disclosure methods and procedures of universities Strengthening the construction of four aspects of the information disclosure supervision mechanism of colleges and universities,with a view to providing some reference for promoting the construction of “transparent colleges and universities”,strengthening social supervision,preventing corruption,and improving university governance capabilities.
