Norwegian Public Diplomacy From The Perspective Of Small States

Public diplomacy is a new kind of diplomatic activity that shapes and disseminates the image of a country and serves its interests in the political,economic,environmental and other fields.With the advancement of globalization and the development of information technology,the public participation in international affairs and the increase of opportunities affecting international public opinion have a significant impact on a country's policy effects and real interests.The status of public diplomacy has risen.In the practice of public diplomacy in many countries,small states have "gained influence beyond their scale" through public diplomacy,which is more in line with the value orientation in public diplomacy,and has unique research significance.From the theoretical point of view of the characteristics of small states,this paper studies the practice of Norwegian public diplomacy under the influence of the characteristics of small states with the help of the analysis framework of foreground theory.First,the main concepts needed for analysis are clarified,the theories involved are sorted outand the analysis framework of this paper is briefly introduced.Then,by reviewing the development of Norwegian foreign policy and the historical evolution of public diplomacy,the internal logic of Norwegian public diplomacy development is refined.Thirdly,it analyzes the influence of small states characteristics on Norwegian public diplomacy,and the characteristics of Norwegian public diplomacy under the influence of small states characteristics.Finally,combined with the development of Norwegian public diplomacy and the impact of small states characteristics on Norwegian public diplomacy,this paper analyzes the achievements,challenges and lessons that can be provided by Norwegian public diplomacy.By studying the formation and function mechanism of Norwegian publicdiplomacy under the influence of the characteristics of small states,this paper draws the following conclusions: The significance of the characteristics of small States to the diplomatic practice of a country is affected by the changes in the international environment,and Norway has established a good international image through public diplomacy,This successful practice stems from Norway's change in its understanding of the external environment and the identity of its small States,and its timely adjustment in diplomatic decision-making.The characteristics of small States both limit the areas of activity and practice of Norwegian public diplomacy and give Norway a unique "endowment" for the development of public diplomacy,promoting the establishment of "diplomatic expertise" in areas where new ethical values are promoted.In the process of carrying out public diplomacy,we should pay attention to the combination of concept communication and practical action,make full use of domestic resources on the basis of understanding the needs of international public reality,and shape the international image which is easily accepted by the public.
