Collective security is a very important concept in the field of security research.It has a long history but is also very young.It is said that it is long because the source of collective security can be pushed forward to the 17th century European Enlightenment period,saying that it is young because collective security is put into practice in the true sense of the 20th century-the ruins of the First World War The League of Nations.Although the collective security practice of the League of Nations ended in disappointment with failure,the collective security did not withdraw from the historical stage,but continued to evolve under the influence of various factors.A universal collective security mechanism with a United Nations at its core aimed at achieving global security and a regional collective security mechanism centred on a regional international organization to maintain security in the region have emerged.After the end of the Cold War,regional dynamics stood out in a world between global pressure and local resistance.The EU is no longer confined to the EU within crisis management,but has developed a interregional collective security mechanism that is guided by the EU's global strategy and uses the "EU-style"integrated approach under the EU Common Security and Defense Policy(CSDP)system..The EU's CSDP initiative is a tool for its implementation of this collective security mechanism.The EU CSDP initiative includes military operations as well as civil actions designed to prevent,manage and resolve crises outside the EU region and is an integral part of EU foreign policy.The EU interregionalcollective security mechanism is a new manifestation of collective security,and its emergence is closely related to the development of inter-regional interaction levels and the constant changes in security challenges.The current challenges facing the EU are complex in nature.The EU recognizes that no country,no matter how strong,can face these challenges alone.These challenges are testing the EU's ability to take decisive action and provide support to its member states.The EU has always positioned itself as a global actor and security provider,hoping to enjoy the high respect and attention of the international community.As a result,the external actions guided by the Common Security and Defence Policy have become the "business card" of the EU in crisis and conflict areas.The EU interregional collective security mechanism has its own set of complete operational procedures,including its strategic guidance and decision-making procedures.The EU's global strategy and related documents are the strategic direction of this mechanism,clarifying the goals to be achieved in civil and military operations.The European Council and the Council of the European Union,the European Commission,the European Parliament and other institutions make the decision-making body of this mechanism.The EUcollective security also has its own unique connotation.It presents multi-dimensional characteristics on the target,and incorporates multiple issues into its security vision,with special attention to human security.These topics mainly include gender,human rights,and the rule of law.There is a "comprehensive approach" in the way that covers the various stages of the conflict cycle,including pre-conflict prevention,conflict-time response,and post-conflict reconstruction.In addition,there are many challenges to how the EU can effectively use tools in military and civil operations.The EU must be creative,adaptable and determined,make better use of the tools already available in its extensive toolbox,fine-tune and complement them,and make up for the deficiencies that have been discovered in order for the EU to be effective in order to make the EU a recognized mover.This paper sorts out the EU interregionalcollective security,and uses the EU CSDP action to explain the EU's interregional collective security operation and its unique connotation,enriching the collective security theory.
