The advent of the Internet era has had a profound impact on the existing political system,social structure,and lifestyles.The network elements have become an increasingly important factor that can't be ignored in the policy system.The policy agenda setting is the logical starting point of public policy.It determines what kind of social problems can be "observed" and "identified by the political system.It is a key link in the process of public policy making.With the change of ruling party s concept of governance,the development of modern governance mode,the rise of network technology and the increased willingness and ability to participate in political participation outside the system,the traditional closed and one-sided public policy agenda setting mode has gradually declined,the interactive model of multiple subjects participating in the construction is taking shape.In order to explore the logic and law of China's public policy agenda under the Internet age,this study attempts to provide a panoramic view of the agenda setting of public policy in China with John Kingdon s multi-source streaming model.The multi-source flow model can show us the whole process of social issues becoming policy issues.The model is based on problem flow,policy flow and political flow.When the three source flows converge,the "policy window"is opened.Therefore,this paper rebuilds the traditional multi-source model and creatively integrates Chinese elements and Internet elements into the model to build a network multi-source streaming model suitable for China's real world environment.The network multi-source model further highlights the heterogeneity and interactivity between the three major source streams,emphasizes the important position of the focus events in the setting of the policy agenda,explains how the new media factors are applied in problem flow,policy flow and political flow,and through the values of public policy with Chinese characteristics and the multi-source value of the network,we explore the triggering criteria for the opening of the "policy window in China s decision-making environment.In order to test the applicability of network multi-source streaming model under realistic conditions,this paper takes the reform of special vehicle service as a case study to probe into the four aspects of problem flow,policy flow,policy flow and "policy window" analysis.The operation mechanism of the network multi-source streaming model shows that big data has deconstructed the traditional elite decision-making model.The flow of issues set in the public policy agenda has changed from "behind closed doors" to"cooperative construction".Policy flow has changed from from "elite dominance" to"Brainstorm",political flow has changed from "monopolistic government" to"multi-party dialogue".The opening of the policy window also changed from"beyond control" to "losing no time".However,due to the free and relaxed environment of the Internet,such phenomena as group polarization,variation in focus events,and irrational participation in the policy agenda set up to misled government descision making.Therefore,on the basis of the national conditions with Chinese characteristics,the public policy agenda should be set Make some optimization.
