An Empirical Study On The Identification Value Of Characteristics Of Seals And Stamps

The characteristics of printed characters are the important objective basis for the same identification of seals and stamps,and are the basis and core of the judicial identification activities of seals and stamps.In the inscription verification activities,the appraiser,around the core elements of the printed characters,comprehensively analyzes and verifies the coincidence points and differences of the printed features of the printed materials by examining and comparing the characteristics of the printed materials and the sample printed documents.Point,the same identification activity of the seal printed.That is to say,in the process of implementing the appraisal,the appraiser must evaluate the characteristics of the printed seals and evaluate the characteristics of the sample prints for comparison;the quality of the printed seals determines whether the seals of the test materials have the qualification conditions and identification.The quality of the sample and the quality of the sample printed for comparison determine whether the comparison test can be carried out smoothly.However,in the practice of forensic identification of seals and stamps,due to the many characteristics of the seals,which print features are selected for inspection,comparison and identification,almost independent of the individual experience of the appraiser,there is a lack of objective evaluation of the characteristics of the seals.The quality of the materials submitted by the client is not good enough,which leads to the inability of the appraiser to carry out further inspections and return the case,or spend a lot of time contacting the client to submit relevant materials,lengthening the time limit for litigation,increasing the litigation costs of the parties,and reducing judicial efficiency.Therefore,this paper attempts to reconstruct the characteristics of the printed characters based on the study of the characteristics of the printed characters,and combines a certain number of seals and stamps to identify the real cases and the appraisers,the judges involved,and the parties and agents.Intuitive feelings and perplexities in case-related cases,through empirical analysis,comparison,refinement,summarizing the identification value of different printed features,provide a reference for the appraisers in the selection process of the selection and use of the characteristics of the seal,and also for the follow-up justice.The relevant subjects in the program provide a reference for the scientific understanding and judgment of the seal printed opinions.The first part is a general introduction to the study,covering the significance and necessity analysis of the research,the current academic research results in this field,and the research methods and related materials sources to be adopted in this study.The second part is the study of the classification system of seal printed characters.It is mainly composed of two parts.The first is to briefly list and evaluate the existing main classification methods,and point out their respective shortcomings.Secondly,a new classification method of printed characters is proposed,and a new classification system of printed characters is constructed,which helps to identify the comprehensive understanding and overall perspective of the characteristics of the printed characters.In the third part,through the comprehensive analysis of the basic situation and feature selection of 100 cases of forensic identification of seals and stamps,combined with the reconstructed classification system of printed characters,the paper empirically analyzes the value of the characterization of the seals.The value of different printed characters in the same identification and identification activities in the seals and stamps.The fourth part draws the corresponding enlightenment from different appraisal stages and the needs of different subject-related subjects.For example,it is recommended that the Judicial Appraisal Administration of the Ministry of Justice formulate a copy of the same type of identification material and a selection guidebook for the seal of the seal,and distribute it to the people's courts at all levels and the technical office of the people's procuratorate for reference beforehand;the judges and relevant subject involved in the examination can start with the characteristics of the printed language,combined with the comparison of the sample to conduct a certain effective review of the identification opinions,and so on.
