"Working Partner" Relations Among "Rural Government,Village Party Branch And Village Committee And Villagers"

Under the realistic background of rural revitalization,in order to understand the real rural politics,This thesis takes the tourism construction of H village as an example to observe the relationship types,interaction and interactive strategy selection of grassroots township(town)government,village Party branch and village committee,and villagers in governance practice in China.It names the interaction among the township(town)government,the staff of village Party branch and village committee,and the villagers in the tourism construction of H village as 'Working Partner'mode.In this mode,the three main strategies to carry out specific work are'interest induction','emotional appeal' and 'reverse liability containment'.'township(town)-village Party branch and village committee-villagers' relationship presented in different strategies mainly includes three kinds of patterns:'officials and common people','personification'and'evil officials and pure common people'.These relations are mainly formed by tasks that have to be done under the pressure type system,the institutional cause of the reverse imbalanced movement of fiscal power and administrative authority after the taxes and fees reform,the staff's enthusiasm in promotion and negativity in keep 'jobs',and the moral pursuit of villagers based on the family economy calculation and centered on living circle.It should be noted that in practice,those three strategies are interlaced and mixed together,and there will be crossover and transformation.
