Research On The Strategies To Improve The Governance Of Xiamen Farmers Market

This paper combs the current situation,analyzes the problems and then puts forward to the strategies of governance optimization.Based on the reform of"delegating powers,combining management and delegating,optimizing service",this paper focus on the theory of network governance and public goods to explore the strategy of the governance optimization of Xiamen Farmers Market.According to the above ideas,the main body of this paper is divided into the following parts.The first part reviews the existing research results and finds that the current governance of farmers’ market focuses on ensuring the operation of the market mechanism,pays little attention to the participation of governance subjects,and the multi-participation mechanism of farmers’market governance has not been completely established.Therefore,based on the theory of network governance and public goods,and taking the governance of farmers’market in xiamen as an example,this paper carries out problem analysis and proposed solutions.The problems are presented that blurring of responsibilities between departments leads to difficulties in policy implementation,inadequate governance resources impede the normalization of law enforcement,lack of technical application results in limited degree of intelligence and insufficient participation of social forces,such as trade associations.Next this paper analyzes the causes of the problems existing in the current governance of farmers’market,and then puts forward strategies and suggestions.There are four reasons,include lack of implementation of responsibility of governance subject caused by the frequent institutional reforms,dislocation of governance resource,excessive administrative intervention to market operation and lack the institution environment of social co-governance.Decentralized functions and lack of competent authority,dislocation of resource allocation of grass-roots governa.nce,backward management concepts and technical means,inadequate regulatory capacity of industry associations and the media.Finally this paper putts forward the measures and suggestions to improve the modernization of Xiamen’s farmers’ market governance based the problem and reason mentioned above,including:implement the main governance responsibilities of district-level departments,improve support for grassroots governance resources,develop online market to promote e-commerce,strengthening legislative construction and increasing social participation.The multi-participation mechanism of farmers’ market governance in the new form,which is the starting point of this paper.On the one hand,through the theory of network governance and public goods this study puts forward the participating mechanism of farmers market go’vernance,carry out the comprehensive theoretical basis in the responsibility of main body in the farmer’s market governance;on the other hand,rely on the ideas of the reform,putting forward the optimization strategy is beneficial to improve the farmers’market governance of Xiamen.Besides there is also certain reference significance in promoting grass-roots government in the implementation of the reform.
