The Study On Government Governancee Of Negative Externalities Of Urban Logistics

With the acceleration of urbanization in China,more and more people are entering the city to survive and develop.Conversely,the increasing urban population also promotes the agglomeration of various elements of the urban system resources,making the city scale more and more huge.As a means to ensure the normal operation of modern urban system,urban logistics brings a series of problems to the urban system,such as aggravating urban traffic congestion,increasing additional energy consumption and causing more serious air pollution and so on.These problems can not be solved by market means alone.Government governance plays an important role in this process.Therefore,it has considerable theoretical value and practical significance to select typical cities for research,to systematically analyze government governance strategies,to monitor the negative effects of urban logistics,to evaluate the effect of policy implementation,and to put forward feasible suggestions and countermeasures.This paper examines the impact of urban logistics on urban economy and society from the perspective of externalities in the field of economics.Taking Kunming as a sample city of municipal research,it shows the negative effects of urban logistics on urban operating environment by means of data collection.Combined with qualitative analysis of literature,interviews and case studies,it forms comprehensive evaluation of the negative externalities of urban logistics governance by Kunming municipal government.It is not difficult to find that the government usually uses traditional and "hard" means to deal with the negative externalities of urban logistics,such as administrative licensing,direct control and tax collection.These strategies usually consume a large amount of financial and public resources.Since the 18 th National Congress of the Communist Party of China,the role of the market and the government in the process of economic development has been discussed.It has been emphasized many times that both "making the market play a decisive role in the allocation of resources" and "better playing the role of the government to play the market" are equally important.The key is to change the functions of the government and promote the modernization of the state governance system and governance capacity.Therefore,the negative externalities of urban logistics activities certainly need the government to participate in governance,but to play the role of the government is not simply to issue administrative orders.Based on the analysis,monitoring and evaluation,and from the perspective of transforming the functions of the government,it is suggested that,on the basis of optimizing the existing policies and systems,the government’s governance strategy should be transformed,and that "soft" means such as rational planning,standard-setting,pilot trading and development guidance should be used to carry out work in the fields of legislation,administration,education,propaganda,science and technology,culture and so on,in order to serve Kunming City and medium or super-sized cities in the governance of negative externalities of urban logistics to provide feasible countermeasures and suggestions.
