The Evolution Of Power In The Age Of Global Governance And Its Challenges

Global governance is an interactive decision-making process with extensiveness,dynamics and complexity,which is formed between the three levels of country,market and society.Power is the key element in the operation of global governance.Governance practice should rely on power as the core driving force for implementation.With the deepening of globalization and the change of international order,global governance is undergoing system transformation and profound changes.The transformation and reform of the system are rooted in the change of power within global governance.In the era of global governance,power change mainly manifests itself in power transfer to actors,power diffusion to emerging areas of governance,and changes in the nature of power.The dynamic change of power will inevitably lead to the change of power structure in the global governance system.When the structure and boundaries of power change,contradictions will arise,which will have a profound impact and challenge on the global governance system and even the entire international order.In view of the challenge of power change,we should put forward adjustment paths and solutions from the four dimensions of power and interests,power and mechanism,power and responsibility,power and cooperation,so as to make the global governance system change to a good situation.Existing research on global governance always ignore the factor of power.Its research mainly relies on the principles of liberalism,the analysis of social choices,and the claim that political actors need to share,collaborate and coordinate interests.In these studies,the discussion of power is rare.Although researchers all know the necessity and importance of power for political practice and collective action,the Liberal Perspective often conceals the relationship between power and governance.With the development of governance theory,the research on global governance has intensified the decoupling from power.This paper explores the operational logic of global governance from the perspective of power,re-examines the practical mechanism of global governance system,and reshapes the understanding of global governance.This paper includes four parts.The first part elaborates the power in the era of global governance.Through the analysis of the essence of power,it analyses global governance from the perspective of power,which lays a sufficient theoretical foundation for the study.The second part elaborates the trend of power change in the era of global governance,that is,power transfer to actors,power diffusion to emerging areas of governance,and power nature change.The third part describes the multiple challenges brought about by the change of power and analyses the underlying reasons.In the fourth part,this paper puts forward the adjustment path and solutions of challenges from four dimensions by focusing on power and interests,power and mechanism,power and responsibility,power and cooperation.
