Research On The Judicial Administrative Organs And Compulsory Isolation Drug Rehabilitation Centers In Benxi

At present,the problem of drugs has been a great hidden trouble to build the harmonious society in our country,and it is also a great test for ability of our public management and the social management innovation.The trend of drug abuse is becoming more and more serious,and especially the new types of drugs,represented by amphetamines,are becoming to be more popular.The illegal and criminal activities related to drugs are increasing day by day.This lead to a serious threat to social harmony and stabile.The Decision of the CPC Central Committee on Major Issues Comprehensively Deepening Reform has been passed on the Third Plenary Session of the 18th CPC Central Committee.It is formally been put forward to comprehensively abolish re-education through labor system.According to this,the former Benxi re-education through labor management center was replaced by Benxi Compulsory Isolation Drug Rehabilitation Centre,which will get rid of the burden of history and focus on Benxi rehabilitation work.This paper is based on the summary of compulsory isolation detoxification in Benxi,and research and analysis recent actuality.Then it has been found in Benxi compulsory isolation centre,not high professional level among the detoxification policemen teams,lack of medical treatment capacity,education and correction treatment becomes a mere formality,lack of daily supervision and restriction for enforcement,and for detoxification the difficulty to reintegrate into society.After studying the main reasons have been seen that backward ideas,incomplete system of medical treatment,incomplete education and correction specialization construction system,inadequate supervisory system,and unsound tracking care system.On this basis,the author combination the practical situation of Benxi Forced Isolation Rehabilitation Centers with the advanced experience in other cities,and put forward the researches to promote compulsory isolation detoxification in Benxi:paying attention to learning and updating the idea of work,improving the medical treatment system,perfecting the education correction system and establishing sound law and monitoring system and improving tracking care system.
