| Governance is the focus of national government development.At the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China,the report clearly put forward the strategic goal of governance:to promote the modernization of the national governance system and governance capacity.Four years later,in the report of the Nineteenth National Congress of the Communist Party of China,it was proposed to implement the strategy of Rural Revitalization and improve the rural governance system which combines autonomy,rule of law and rule of virtue.Rural governance is a part of the national governance system.Improving the rural governance system is very important to achieve the strategic objectives of national governance.The core of rural governance is people,that is,farmers themselves,and land is closely related to farmers,so the land change will have a huge impact on rural governance.In recent years,with the continuous implementation of land rights confinnation work,land transfer has become the main line of rural land reform,and most villages in the country go on smoothly,which has a profound impact on rural development.The results show that land transfer effectively reduces the current phenomenon of land abandonment in rural areas,realizes the large-scale management of land,and promotes the development of modern agriculture and the increase of farmers’income.However,it can not be ignored that the land transfer has also caused some new rural problems,thus endangering the interests of farmers,increasing the difficulties and hidden dangers of grassroots governance.In the long run,this not only has a negative impact on the results achieved,but also threatens the long-term development of the countryside.Therefore,in order to promote rural revitalization and improve the rural governance system,we must solve the main problems facing the current rural areas.Based on the above social background,this paper takes Pingxiang County of Hebei Province as an example,through the empirical investigation of the current situation of rural land transfer and rural governance in this county,and analyses the impact of land transfer on rural governance.On this basis,it puts forward the relevant countermeasures to improve rural governance in the process of land transfer,so as to improve the rural governance in this area.The rural governance system can provide reference for the effective governance and governance in the vast rural areas.This paper mainly uses literature research method,diachronic research method,case study method,investigation and interview method to carry out research and analysis,the full text is divided into five chapters:Chapter I is the introduction part,mainly combing and summarizing the research background,research significance,domestic and foreign relevant literature on land circulation and rural governance.The second chapter mainly elaborates the concepts and theories involved in this paper.The related concepts are mainly analyzed around the two main points of rural land circulation and rural governance,and combined with the research of domestic and foreign scholars to get their own understanding of the two main points.Relevant theories mainly include property rights theory,stakeholder theory and governance theory,which provide theoretical support for the following analysis.This chapter lays a theoretical foundation for this article.The third chapter first explains the internal logic of land transfer and rural governance evolution since China’s reform and opening up through the historical traceability method,and then points out the necessity of improving the rural governance system at present.Then,taking Pingxiang County of Hebei Province as an example,by describing the current situation of rural land transfer and rural governance in Pingxiang County,and analyzing the close relationship between them,the paper draws the conclusion that land transfer should be the focus in order to change the current situation of rural governance and establish a new governance system.This chapter lays a practical foundation for this article;Chapter IV,on the basis of recognizing the positive impact of land transfer on rural governance environment,deeply analyses the problems and hidden dangers of rural governance under the influence of land transfer,such as land disputes,conflicts of interests,aggravation of "hollow villages" and empty nesters.In order to find and analyze the problem stage,this chapter has the function of connecting the preceding and the following.The fifth chapter mainly analyses how to improve the rural governance system and promote the Rural Revitalization in the current process of rural land transfer based on the previous chapters.The countermeasures put forward in this chapter include building new rural communities,speeding up the introduction of rural talents,defining the role of the government,strengthening legal supervision,and building more effective contradiction resolution mechanism.This chapter is the final chapter for solving the problem,and it is also the focus of this article. |
