With the publishing of Charity Law,charity and charity activities are always being concerned by scholars as the part of social welfare.Many scholars believe that when governments intervene in charitable organizations,they will exert inhibiting effect on the resource mobilization of charitable organizations and generate resource dependence.However,this study conducted a field study on Shanghai Charity Foundation(SCF),and found that as a semi-official charitable organization,the ability of resources mobilization in the context of government intervention was not inhibited.Therefore,from the perspective of resource mobilization theory,this study attempts to explore its resource mobilization strategies under the background of government intervention by researching on the development history of SCF.This study finds that,on the one hand,the government will support,regulate and supervise the operation of charitable organizations based on the needs of developing social welfare system.On the other hand,charitable organizations are oriented by their own development,and they have existing expectations for the provision of government resources.In need each other,the charitable organizations didn't have resource dependence,because they have initiatives,and they can take the effective resource mobilization strategy to develop themselves.In the context of government intervention,charitable organizations are able to remain motivated and proactive in social resource mobilization and integration as a relatively independent social organization.At the same time,charitable organizations can cope with the inhibiting effect brought by government intervention through effective resource mobilization strategies,transforming the influence effect of government intervention into the driving force of their own resource mobilization and promoting the development of the organization.The academic significance of this study is to study and discuss the strategies of resource mobilization of charitable organizations,so as to reflect on the explanatory limits of resource dependence theory.This study believes that charitable organizations should go beyond the inherent analytical perspective of "resource dependence" and re-examine their action strategies on resource acquisition and resource mobilization in the Chinese context,so as to provide effective reference for the development of China's charity organizations and the improvement of social welfare system.In order to promote the long-term development of civil philanthropy,the government needs to gradually reduce the involvement and intervention of charitable organizations.And for charity organizations,they need to mobilize governments,enterprises,social members and other social organizations to develop diversified and efficient resource mobilization strategies.
