The refinement of government structure and the fragmentation of functions brings the inevitability of cooperation between departments and organizations in the process of dealing with public affairs and accomplishing the expected management objectives.Under the background of complexity of public problems,cross-regionalization and diversification of interest subjects,collaborative governance appears to be extremely important.Producing and marketing fake and inferior cigarettes is one of the public issues which demand urgent solution by implementing a comprehensive collaboration strategy.In recent years,tobacco monopoly administration have developed a joint-up,government-oriented,comprehensive anti-counterfeiting pattern,and have obtained remarkable results.Based on the perspective of collaborative governance theory,this article focuses on analyzing the construction and development of collaboration mechanism in actual work of anti-counterfeiting.This paper takes the combination of theoretical research and empirical research methods,analyzes collaboration mechanism in the process of comprehensive treatment of cigarette anti-counterfeiting in Y County.Sorting out four typical collaboration modes,namely"vertical collaboration","horizontal coordination","inter-regional cooperation" and"government-society collaboration",this article strongly indicates that the closer the collaborative network construction is,the better the anti-counterfeiting work performance can be.Meanwhile,this study aims at how to promote the collaboration mechanism more effectively till implement "multivariate management pattern" finally.By examining the operation of collaborative governance,collaborative governance explores the direction of benign development with a view to realizing "multiple governance patterns" and achieving "good governance".
