EU Security Strategy's New Trends,Causes And Prospects

For a long time,the EU has been regarded as a normative force and an anchor of peace and stability in the world.However,in recent years,the EU's security strategy and defense operations have constantly broken through the inherent ideas and image of the EU and subverted the world's general impression of Europe.In June 2016,the EU issued a "Global Strategy" document,emphasizing that in the face of so many crises,the EU must adhere to the principles of pragmatism and advocate that "soft power" cannot be played without "hard power" support.For the role,it is necessary to develop the military capabilities of the European Union to enhance its own hard power in order to achieve global strategic goals.In December 2017,the European Council approved an establishment of a permanent structural cooperation mechanism.The European Defence Coalition has taken an important step.It also established and coordinated the annual defense assessment mechanism and established a defense fund to assist the EU's military-industry alliance and establish a military mobility action plan.At the same time,Germany and France have strengthened their defense cooperation and jointly promoted the European Defence Coalition.The change in EU security strategy is directly related to the internal and external security environment that the EU has faced in recent years.The Brexit vote in the United Kingdom has damaged the EU's already fragile cohesion and centripetal force;the influx of a large number of refugees into the EU countries has brought about a financial burden,and has also caused the influx of refugee-incarving groups to bring about social instability;frequent terrorist attacks have resulted in Europeans have no sense of security;populist movements have prevailed not only in splitting the society but also in political opposition;the economic stagnation caused by the financial crisis in 2007 continued,the unemployment rate was high,and the people were unstable.The external Ukrainian crisis,the incorporation of Crimea into Russia,made Europe extremely shocked and deeply worried.The Arab Spring that the EU once participated in evolved into continuous conflicts and wars,causing massive refugees and terrorists while also bringing home to the European Union.The fire at the door kept on.The EU has made strategic and policy adjustments under the predicament of internal and external security.We will comprehensively promote cooperation in the field of defense and security and move toward "pragmaticism with principles." However,this does not mean that the EU will be "militarized." The Atlantic Allianceis still an irreplaceable partner of the EU,but going to the defense community or the defense alliance is a high probability event.China should continue to associate with the European Union on the principle of pragmatism.
