Research On Occupational Safety And Health Of Migrant Workers In Informal Employment From The Perspective Of Decent Work

Occupational safety and health is an important part of workers' rights and interests.Safeguarding workers' safety,health and decent work is not only the core issue of labor relations regulation in the world in the era of economic globalization,but also the objective requirement of practicing the concept of people-centered development in the new era.At present,the problem of occupational safety and health of migrant workers in China is prominent,which attracts great attention from the state,society and academia.Under the background of the transformation of the main social contradictions in the new era,the laborers should transcend the development demands of subsistence labor and decent labor based on the needs of a better life.On the basis of theoretical analysis,this study uses empirical research methods to study the occupational safety and health of migrant workers from the perspective of decent labor.It incorporates decent labor elements such as work rights,equal employment,social protection and social dialogue into the analysis field of vision,investigates the status quo of decent labor and occupational safety and health,and explores the specific impact of decent labor on occupational safety and health.It is of great significance to effectively promote occupational safety and health protection,enrich and develop the theory of harmonious labor relations with Chinese characteristics,and construct a win-win benefit relationship pattern of enterprise safety production,decent labor of workers and labor-management cooperation.The conclusions of this paper are as follows:(1)The theoretical analysis shows that the informal employment of migrant workers is inevitable because of the institutional social shield,the dual economic structure barrier,the uneven division of labor market and the insufficient capacity capital of migrant workers;the main reasons for the problems of occupational safety and health are that the rights in work are not effectively guaranteed,the institutionalized social protection system is not perfect,the dilemma of low-quality employment and insufficient effective social dialogue;the problems of occupational safety and health hinder the improvement of the overall level of decent labor,the stable and coordinated development of labor relations,the formation of labor ethical support and the restriction of the optimal allocation of labor resources;decent labor is the negative impact of occupational safety and health insurance for informal migrant workers.The logic of the regulatory objective of protection lies in its high degree of conformity with the reasonable development demands of the informal employment migrant workers,thepeople-centered development concept in the new era,and the support for occupational safety and health protection.(2)Empirical analysis shows that the overall decent work level of irregular employment migrant workers is low,and the occupational safety and health protection need to be strengthened urgently;decent work and occupational safety and health are highly positively correlated at the overall and constituent levels,indicating that both promote and restrict each other,and the pursuit and protection of the latter lay the foundation for the former,while the realization of the former provides the guarantee for the latter.Dencent work has a significant positive role in promoting occupational safety and health.Among them,the impact of work rights,social protection,equal employment and social dialogue is in order from big to small.This shows that strengthening the guarantee of basic rights in work,strengthening the effective supply of social protection,promoting the realization of higher quality employment and improving the effectiveness of social dialogue are helpful to promote informal employment.Occupational safety and health protection of migrant workers.Accordingly,the countermeasures and suggestions to promote the occupational safety and health protection of migrant workers in informal employment are put forward: to construct a cooperative governance mechanism,to guarantee basic rights in work,to implement active employment policy,to promote higher quality employment,to improve the social security system,to strengthen the support of labor and social protection,to build a harmonious labor relationship,and to improve the effectiveness of dialogue between workers and employees.
