Research On The Related Issues Of New Psychoactive Substances

Drug crime has become a major social nuisance in the world.Whether it is developed or developing countries,drugs spread to every corner of the world like a plague,affecting the social stability of a country.In recent years,international drug crimes have shown a new development trend.The abuse of new psychoactive substances and new drugs has become more prominent,and the problem of new drug crimes has become more serious.New psychoactive substances usually refer to substances that have similar addictive effects and similar chemical structures as drugs,but are currently largely unregulated by law.The new psychoactive substances are characterized by rapid renewal,variety and addiction.They have been widely used in the world in recent years,and have a tendency to surpass the traditional drugs,and are called third-generation drugs.New psychoactive substances,like drugs,long-term or excessive intake can cause irreparable harm to the mental and physical health of the abuser,and seriously threaten the social security and the healthy development of public health.It is of great significance to analyze and study the problems related to new psychoactive substances drug crimes,to combat the crimes of new psychoactive substances and to curb their proliferation.This paper thesis the concept,characteristics,main types of new psychoactive substances and the main detection techniques in public security practice,analyzes the abuse and abuse trends of new psychoactive substances,and further research on the current domestic and foreign current control for new psychoactive substances and the facing challenges,and then propose to improve the new psychoactive substances in the prevention and control of new drugs.This thesis consists of four parts.The first part explains the concept of new psychoactive substances,analyzes the differences and connections between new psychoactive substances and drugs,and introduces new psychoactive substances such as synthetic cannabinoids,cathinones,phenethylamines and piperazines,and summarize the characteristics of the addiction and diversity of new psychoactive substances and the non-regulation of legislation.The second part outlines the damage caused by the abuse of new psychoactive substances to the abusers themselves and the social public safety problems.The causes and development trends of new psychoactive substances were analyzed.At present,the abuse of new psychoactive substances is spreading from developed countries to the whole world,and the abuse trend has gradually spread to the non-managed areas.The third part analyzes the commonly used samples of new psychoactive substances in the practice of anti-drug work,as well as common detection techniques.The detection methods of new psychoactive substances mainly include thin layer chromatography,high performance liquid chromatography,gas chromatography,spectroscopy,gas chromatography-mass spectrometry,and liquid chromatography-mass spectrometry.The fourth part analyzes the situation of the prevention and control of new psychoactive substances at home and abroad and the problemsexisting in the control,and proposes corresponding prevention and control measures,mainly from improving relevant legislation,adopting flexible management system,establishing monitoring and early warning mechanism,strengthening intelligence collection and research,and strengthen drug control and prevention education to build a comprehensive prevention and control mechanism for new psychoactive substances in China.
