Nowadays,population ageing is a pressing problem worldwide,which has been widely observed in a myriad of,both developed and developing,countries.China is by no means an exception in this regard.It is predicted that by 2050,the number of the elderly in China will reach 487 million.In contrast to western developed countries,China has observed the population ageing at an undeveloped stage.As such,the country is characterized by “ageing before getting rich” and “ageing without preparation”.The 19 th National Congress of the Communist Party of China has given instructions on building a policy system and a social environment of caring for and respecting the elderly.This thesis is based on various strands of theories(i.e.,active ageing,hierarchy of needs,and welfare pluralism)and uses a series of approaches,including literature review,field work,statistical modeling,and case study.Additionally,by analyzing both international and local research on elderly care,it develops a research framework.Moreover,it teases out performances of pilot reform of elderly care,summarizes the existing problems,and analyzes the causes.Furthermore,it proposes several policy suggestions accordingly.Finally,it puts forward a novel method for elderly care service.This method relies mainly on community-based in-home care and uses institutional support as a supplement.The method also features a combination of medical care and healthcare,offering fiduciary guardianship for the elderly.The findings can serve as a valuable reference to elderly care service.This thesis is made up of seven parts.Part 1: Introduction.The part clarifies both the background and significance of this research,points out the research scope,and proposes research contents and methods.Part 2: Concept definition and theoretical basis.The part describes definitions of population ageing,elderly care,and elderly care industry and introduces theories of active ageing,hierarchy of needs,and welfare pluralism.Part 3: Status quo of pilot reform of elderly care of Luzhou.The part presents backgrounds and policies of the pilot reform of elderly care of Luzhou and analyzes the status quo from six perspectives,namely elderly social security,elderly service key tasks,enhancing the level of elderly care,focusing on health of the elderly,optimizing environmental livability for the elderly,and enriching the spiritual and cultural life of the elderly.Based on welfare pluralism theory,the part identifies some problems from the perspectives of government,market,and society and investigates reasons behind the problems.Part 4: Survey on the demand for elderly care service in Luzhou.The part carries out a survey on the needs of elderly care service for villagers or residents over 60 years old in Luzhou municipality,and carries out an analysis of the data.Part 5: Enlightenment from the development of elderly care service model at home and abroad.The part is based on the current development of elderly care service model at home and abroad,it gives great implication to Luzhou's elderly care service development.Part 6: Elderly care service mode choice for Luzhou.The part is based on literature review and field work,it puts forward a novel method for elderly care service.This method relies mainly on community-based in-home care and uses institutional support as a supplement.The method also features a combination of medical care and healthcare,offering fiduciary guardianship for the elderly.The findings can serve as a valuable reference to elderly care service.Part 7: Research conclusions and prospects.
