The development of the modern nation-state is only a few hundreds years old.In the course of constructing modern country,each country is confined to the condition of the times and the national conditions,under the influence of economy,culture,war,religion and so on,different power structure and system mode were formed,and they were constantly shaped in the interactive influence.The countryundefineds political development path determines its power structure.As a modern nation-state established in the early days,Britainundefineds power structure was characterized by the separation of powers and the institutional arrangement of checks and balances,and France ended feudal autocracy and established a Republican system of government due to the influence of the Great Revolution.The experience of modern state construction in Britain and France has been imitated by other countries.Different from Britain and France,Germany and Japan have also carried out the form of power structure which restricted and separated each other in the process of modern state construction.However,due to the characteristics of its national development and the role of the international situation and other factors,Germany and Japanundefineds pursuit of the modern state was built in the first half of the 20 th century,but embarked on the road of totalitarianism fascism.The failure of democratic attempts has led to the establishment of a power model of militarism and totalitarianism in the two countries.Through reviewing and combing the modern state-building process of Britain,France,Germany and Japan,according to the stage development and power structure characteristics of these countries,the author reveals the type of power construction of the two kinds of countries.That is,the primary modern state and the post-modern state.Through the comparison between the two power models,this paper analyzes the differences between the primary modern state and the post-modern state in the process of state construction,and analyzes the different causes and influencing factors of their differences.These facts provide the reference experience for developing countries to carry on the modern national construction and the power model construction.
