As one of th e most beautiful countries in the South Pacific,New Zealand,in addition to having a good animal husbandry and natural environment,is also a country with a sound welfare system.Maternity and child welfare policies,free medical care for all,the pension system,education and welfare policies and special group assistance are available.The purpose of New Zealand's high welfare system is to ensure that the basic livelihood of the people is guaranteed,while helping New Zealanders in difficult circumstances,and the social welfare sector has been working to solve the difficult problems.Coupled with New Zealand's perfect service facilities,the greatest degree of social equity and meticulous and thoughtful humanistic care,New Zealanders can be said to have no worries about the basic life security.Based on Anderson's division of the three welfare models of capitalism,this paper analyzes the causes and class,the degree of non-commercialization and the degree of non-stratific ation of New Zealand's welfare state system.It is believed that New Zealand's welfare system belongs to the social democratic welfare model.Based on the perspective of historical institutionalism,this paper analyzes the three key nodes,path dependence and deep institutions of the formation and change of New Zealand welfare state system from the background of the establishment of New Zealand welfare state system.It is believed that the historical changes of New Zealand's welfare state system from the rise to the perfect experience of the three "key nodes",these three key nodes are related to New Zealand's social environment,economic external shocks and welfare state crisis.In terms of path dependence and deep structure,Through the complexity of political activities,the self-interest of actors and the asymmetry of power,there is a"path dependence"on the original policy environment and system,as well as due to the changes in the deep structure of the political party system,civil rights and social environment.Through the analysis,the author finds that the biggest internal reason for the institutional change of New Zealand's welfare state is the game of power between the political parties under the mixed proportional representation system in New Zealand.At the same time,under the background of the diversification of social structure,the management organization of welfare in New Zealand is also playing a greater role,and the content of the welfare system is also constantly developing and perfecting.Therefore,based on the analysis of the present situation and advantages and disadvantages of New Zealand's welfare system,combined with the new trend of New Zealand's reform,The author thinks that the future reform path of New Zealand welfare s'tate system can start from three aspects:the implementation subject of th e system,the receiving object of the system and the implementation mode of the system,so as to ensure the balance between the welfare system of New Zealand and the national fiscal expenditure.
