Research On Ocean Traffic Law Enforcement Reform

This paper uses the method of literature analysis to sort out the related concepts,theoretical basis,relevant research status and practice status of marine traffic law enforcement.Based on this,the questionnaire of the development of marine traffic law enforcement reform of Ningbo Maritime Safety Administration and its effect are designed.And the outline of the interview,and through the trial research to improve the revision,get the final questionnaire and interview outline.Using the questionnaire and interview outline to conduct an empirical study on the development of the marine traffic law enforcement reform of Ningbo Maritime Safety Administration and its effects,the research results show that the Ningbo Maritime Safety Administration has achieved good results and has certain innovations.Demonstration and promotion,staff and law enforcement objects are also highly satisfied with it;at the same time,there are certain deficiencies.For example,the matching status between the organization and the regulatory requirements needs to be improved.The comprehensive law enforcement mode of the Marine Department needs to be improved.The level of supporting informationization of law enforcement needs to be improved,the grassroots law enforcement team needs to be stabilized,and the training mechanism for professional law enforcement forces needs to be improved.Therefore,our country should improve the comprehensive law enforcement mechanism on the spot,improve the scientific management level of the organization,strengthen the quality of the law enforcement team,strengthen the construction of information technology and equipment support,stimulate and boost the enthusiasm of cadres and workers,and deepen the maritime system.Reform of management system and mechanism to improve the reform of marine traffic law enforcement.
