As with the rapid expansion of urbanization in China,urban public transportation tremendously influence popular life and work.Making effective urban transportaion regulations importantly reflects modernized national governance capabilities.As a new kind of commercial activity,Car-Hailing fully represents applicaion of Network+and has been becoming a crucial component of public travel.However,government has not issued policies about Car-Hailing yet currently in China.In recent years,legalizing Car-Hailing has operated policy makers'vision Gradually.During the period from October 10th to November 9th in 2015,governement introduced”exposure draft”to take advice from the pubic.On July 28th 2016,Ministry of Transport Ministry of Public Security and other six public departments formally issued Car-hailing policy,giving Car-Hailing legitimate status.There are various factors contributing to making policies before governemnt formally introduced policies to the public.Active participation in policy fotmulating of citizens plays an importanly vital role for maintaining social stability and building harmonious society.Therefore,in the process of seeking public comments and issuing formal policies to the public,it is worthy to evaluate that the governement and policy maker are on based on citizens'feedback as a crucial indicator or other factors.As the repaid development of new generation of information and communication technology,big data provide people with innovative thinking and accomplished methods of making significant public decision and improving quality of making-decision.According to these problems above,the report mainly adopts two kinds of qualititative methods to research the influence of all viewpoints to Car-Hailing Policy.In the part of data collection,the report adopots web crawler software?Bazhuayu collector?to systematically collect the views about the Transport Ministry official website"Taxi Industry Reform"of people from all viewpoints of Car-Hailing.Crawler software can acquire abundant structured data from other different websites in a short period time that free from dependence on manual rearching and data collecting to decrease cost and improve efficiency.The report also intruduces the process of Bazhuayu collector.After the completion of data collection,the report use Probabilistic Topic Models,based on big data analysis technology,analyze the data from Bazhuayu collector.LDA model is one of the most commonly used.According to content and meaning of the targeted documents,specific steps are introduced as following extract document keywords,determine the subject classification,obtain the maximum probality value of different themes and judge document orientation and emphasis.The LDA model can quickly handle different topics discussed in huge amounts if information.Obviously,LDA model makes researcher's target more accurate and know precise and objective attitude and evaluation of the community in the specific period.After completing the analysis of public feedback,the model is continued used to analyze datas of Car-Hailing Policy.After a comparative analysis of the public feedback and Car-Hailing Policy,the research results are summarized as following.The results show the Car-Hailing Policy issued by the government and policy makers do adopt the views of all parties.At the same time,the report also verifies the effectiveness of the LDA model on the adoption of public feedback.In addition,the report puts forward some limitations in the research process,and provides the basic ideas for further research in the future.
