Study On Government Intervention In Villagers' Autonomy

In the early 1980 s,with the transformation of the economic system,the rural grassroots management mode gradually changed from the people's commune era to the villagers' autonomy mode.The implementation of villager autonomy is the transformation from centralized control to decentralized governance.After more than 30 years of grassroots practice,the state has set up a grassroots political power organization-the township people's government,which has been guiding and helping villagers to participate in the villagers' autonomy,and the villagers' autonomy has gradually realized the transformation from form to entity.At the same time,the relatively strong and dominant township government's intervention in villagers' autonomy is "inseparable" and calls for special attention.In recent years,scholars at home and abroad have also studied and discussed government intervention in villagers' autonomy.But most of the papers have been studying and exploring this topic from the surface.Few studies could be found focusingon an administrative village.This paper mainly studies the specific situation of government intervention in the village autonomy of S village,through the empirical analysis of the means of government intervention,the content of government intervention,the effect of government intervention,the causes of government intervention,and the countermeasures to standardize the government intervention to achieve the goal of good governance.The whole thesis is mainly from five aspects.First,it is the introduction part of the paper.It mainly explores the research background of the government intervention in the villagers' autonomy.At the same time,it expounds the purpose and significance,draws on the research situation at home and abroad,introduces the rationale of the research and defines the core concepts.The contents and methods of the research are introduced.The second part is the practice of village autonomy in S village,mainly introducing the situation of S village,the village organization in S village,and the practice of villagers' autonomy in S village.The third part is to study the status and problems of government intervention in the village autonomy of S village,and make a thorough and detailed analysis from four aspects,such as democratic election,democratic decision-making,democratic management,democratic supervision and so on.The fourth part is the reasons for the government intervention in the village autonomy of S village,mainly from the field and performance of the improper government intervention,from the legal and regulatory system,the governance system,the management concept,supervision and restriction measures and other aspects.The last part is to solve the problem,and mainly expounds the countermeasures to regulate the government intervention in villager autonomy.Based on the goal of the good governance of the grass-roots government and the advantages of the author's practical work in the local township,this paper studies the status of government intervention in the village autonomy of S village,analyzes the problems and causes of government intervention in the villagers' autonomy,and proposes to improve the construction of the rule of law,reform the management system,renew the concept of governance and strengthen the supervision.In order to improve the rule of law in rural grass-roots governance and the modernization of the national governance system,we hope to improve the rural governance.
