"The three rural areas are good,the overall initiative",The issue of "agriculture,rural areas and farmers" is like Cow nose,Holding it is the key to promote the overall work of deepening reform in China.As the basis and support of the overall work,the issue of agriculture,rural areas and farmers has always been one of the core tasks of all levels of government in China.Following the party’s 19 th National Congress,the Central Document No.1 in 2018 once again emphasized the strategy of "rejuvenating the country".From this we can see that solving the “three rural issues” is the key to building a well-off society in an all-round way."Three rural" is a weak industry,if it is in accordance with the law of market-oriented development,it is difficult to win various resources in the market-oriented competition,Therefore,it must have government support.The government generally controls the allocation of resources and mastering resource configuration by formulating various policies,and the most important resource is credit resources.The government will guide the flow of credit capital through the formulation of industrial policies and plans,so as to further promote the development of rural economy.Then,in the decisive period of a well-off society in the new era,how to allocate the credit resources to promote the development of the rural economy and then to solve the "three rural" problems in the new era of backward areas has become an important issue of the government at all levels.Based on the above situation,The paper takes the development of rural economy in Xinjiang as the research object,analisis the Intermediary conduction effect of Rural Credit Capital Allocation when government’s behavior influences rural credit capital allocation,then,examine the regulatory role of government actions in the process of credit fund allocation affecting rural economic development in Xinjiang,that is,the mediating effect of checking the credit capital allocation.And examine the adjustment function of government behavior during credit funds allocation affects rural economic development.And Put forward specific policy recommendations to promote rural economic development in Xinjiang and increase farmers’ income.This paper mainly divided into the following six parts: the first part is the introduction.This part mainly introduces the background of this topic,the significance of the research,the current research status of government behavior,the allocation of credit funds and the development of rural economy at home and abroad,then to learn the research ideas and contents of the dissertation.The second part is concept definition and theoretical basis.Defining the concepts of government ‘s behavior,Credit Capital Allocation and rural economic development,combing the relevant theoretical basis and mechanism,and providing theoretical support for the later research.The third part is the status quo analysis.First of all,starting from the national level and the actual situation in Xinjiang,a brief overview of the work arrangements and credit priorities in rural economic development;Then,the paper analyzes the current situation of Xinjiang rural credit funds allocation from four aspects: the main part,the scale,the structure and the efficiency of credit funds allocation;Finally,it summarizes the overall rural economic development in Xinjiang and uses factor analysis to measure the rural economy in Xinjiang The level of development.The fourth part is the empirical analysis of the relationship between government behavior,credit fund allocation and rural economic development in Xinjiang.First,using intermediary effect method model to study the conductive effect and conduction path of government behavior influencing rural economic development through the allocation of credit funds,and then using TAR threshold autoregressive model to test the regulatory role of government behavior in the credit distribution of funds in rural economic development in Xinjiang.The fifth part is the policy recommendations.Based on the foregoing analysis,combined with the characteristics of Xinjiang’s economicdevelopment,we propose proposals for promoting the development of rural economy in Xinjiang from the government and financial institutions.The sixth part is the conclusion and outlook of the article.Summing up and summarizing the contents of the full-text study.
