Study On The Commercial Policy Of The Shanxi-Gansu-Ningxia Border Region During The Anti-Japanese War

With the rapid development of China’s economy,foreign commercial trade has achieved remarkable results,and various policies have been updated in endlessly.But in the process of development,the experience of foreign trade management is still insufficient,the scientific formulation of some policy needs to be improved,and the role of government needs to be better positioned.The emergence of such problems has brought many challenges to China’s development.In order to improve the current political and economic deficiencies,it is necessary not only to make scientific judgment according to the current reality,but also to excavate the historical experience and lessons and combine the two organically in order to serve the actual needs.The Shanxi-Gansu-Ningxia Border Region,as the general rear area of the War of Resistance against Japan,the formulation of its commercial policy has great contribution to breaking the economic blockade,getting out of the predicament and realizing the victory of the Anti-Japanese War.The experience of the policy making process has some kind of enlightening significance for the development of our country at the present stage.The paper begins with the analysis of the background environment of the establishment of commercial policy in the Shanxi-Gansu-Ningxia Border Region during the Anti-Japanese War,then analyzes the environment of frontier business in terms of the economic base,war environment and natural population growth.The severity of the environment in the border region has promoted the development of business of that region.On the basis of analyzing the environment of the commercial development in the border region,we need to further probe into the commercial policy of that area and study the border area commercial policy from the aspects of overall policy and the basic policy.The overall policy manifests in "develops the economy,guarantees the supply" and " external adjustment,internal freedom".The basic policies mainly include public commercial policy,private commercial policy,cooperative commercial policy,import and export trade management policy and the policy of improving trade management agencies and their functions and then analysis the border area commercial policy from the macro and micro aspects.Border region business mainly composed of two parts,public commerce and non-public commerce,under the guidance of this series of commercial policies,the effectiveness of border region commercial development is mainly reflected in three aspects,namely,public commerce,non-public commerce and the improvement of business management mechanism.Among them,the effectiveness of public commerce mainly includes two parts,that is the business,agency and the army under the leadership of the government and the business under the management of school.Whereas the achievements of the non-public business are mainly composed of private commercial achievements,cooperative business achievements and trade achievements.Finally,combining with the experience and lessons in the process of carrying out the commercial policy in the border region,by connecting the historical experience with the reality of our country,we apply the historical experience to deepen the mixed reform of the state-owned enterprises and to consolidate the basic economic system and other areas such as to develop rural e-commerce,to boost rural revitalization,to transform government functions,to play a market role,to enhance the right to speak to foreign countries,to reduce trade frictions and other fields.
