Research On The Problem Of Community Correction In Anyang

Community correction is a kind of non-imprisonment penalty enforcement system,which is widely popularized because of its humanitarian penalty concept and economical effect on judicial resources.China's community correction system has been implemented for more than 10 years,and in practice,provinces and cities have also explored ways to fit in with the local reality,but just as every development of the system is advancing under the constant impetus of practice,today,with the deepening of national governance,the community correction system has revealed some practical problems along with the deepening of practice,limiting the further development of community correction work.The community correction work in Anyang City is in this state.Based on the current situation of community correction in anyang city,this paper tries to find out the problems and shortcomings in the process of community correction in anyang city,specifically the problems of system design,personnel,corrective implementation and effect evaluation,and to find out the perfect path of community correction in anyang city by using the theory of governance in public management.This paper first defines the concept of community governance and community correction,then elaborates the theory of governance,lays the foundation of this thesis,and puts forward the demand of governance theory for community correction.Secondly,it introduces the practice of community correction in anyang city,combs out the measures and results of community correction in anyang city,and finds out the problems existing in the current community correction work in anyang city: four aspects: system design,workforce,corrective implementation and impact assessment;Thirdly,the paper analyzes the causes of the problems in community correction in Anyang City by using the theory of governance.Finally,the article explores the perfect path of community correction in Anyang City,mainly: law improvement: repositioning of community correction institutions,market participation:improving the system of government purchase of community correction,social dynamics: unblocking the way of social participation,sound mechanism: building amultivariate cooperative governance mechanism,program design: community correction process fine five levels,in order to benefit the community correction in Anyang City.
