| The unified registration of real estate is an important measure to integrate real estate registration function and protect the legitimate rights and interests of property owners.However,over the past three years,it has faced the problems of simple registration information,a single expression method,and insufficient registration capacity.The fundamental reason one is that there is no systematic understanding of real estate and real estate registration,another is the lack of a top-level design of framework for real estate registration.Therefore,this article combined the characteristics of real estate registration,through investigation and systematic analysis,to build a framework of full-elements registration of modern 3D real estate that from the three dimensions of real estate registration elements,real estate expression methods,and real estate registration means.Firstly,field surveys and literature surveys were used to reveal the real estate registration features and development trends.Secondly,logical deduction and conceptual modeling were used to clarify the contents of full-elements registration of real estate,establish a 3D real estate registration model in line with national conditions,and propose cooperative management model for real estate registration online and offline.Finally,case study method was used to analyze the shortage of real estate registration in Xuzhou from three aspects: real estate registration elements,expression methods,and registration means,then suggestions for improvement were proposed.The main conclusions of this thesis are listed as follows:(1)The unity nature,dynamic nature,diversity nature,and time nature are the essential features of the unified registration of real estate.The contents of real estate registration will be developed in the direction of full-elements.The expression of real estate will be developed in the direction of three-dimensional.The means of real estate registration will be developed in the direction of networking.(2)The full-elements of real estate refers to the collection of all real estate types,including all the real estate information related to geographic information,ownership information,social and economic information,even ecological and humanities information.It is comprehensive and extensible.The full-elements of real estate can be divided into basic elements,supporting elements,related elements,and life cycle elements.The conceptual model for information structure of full-elements of realestate describes the relationship between all elements,which is an information network based on parcels and the smallest registration unit.The key technology for realizing the full-elements registration of real estate is to standardize the registration process and apply the life cycle management model.(3)Spatial characteristic is one of the essential attributes of real estate.The property right body is the basic unit for the registration of 3D real estate.The right space and the physical space should be expressed separately.The conceptual model of the hybrid 3D real estate registration,that takes into account the 2D and 3D representation of real estate objects,is more in line with the real estate registration management in China.The three-dimensional spatial data model is the key to realize the registration of 3D real estate.The requirements of three-dimensional spatial data model for real estate registration are that the boundary of ownership is clear,the display and query is easy,and topological calculation can be performed.Thus,a three-dimensional spatial data model for real estate registration is constructed.(4)The collaborative management of real estate registration online and offline is an innovative model of “Internet +” real estate registration.The collaborative management is a process of giving full play to the advantages of online and offline subsystems,integrating human,financial,material,and information resources,optimizing the business process of real estate registration service systems,and making the real estate registration service system organically integrated to exert system synergy effects,finally improving the efficiency and quality of registration services.The services online or offline have their own characteristics.The services offline are in line with the public service habits,and the functions are mainly on-site consultation and on-site certification;services online are convenient and free from time and space restrictions,and the functions are mainly information publishing,business processing,government affairs interaction,and system management.The collaborative management of real estate registration online and offline needs to be achieved through goal coordination,resource coordination,business collaboration,and mechanism coordination. |
