Study On Government Functions Of The "Internet+ Home-based Elderly Care" Mode

With the increasing aging population,elderly care issue has become more and more prominent.Influenced by traditional Chinese culture,instead of institutional care,most of the elderly choose staying at home,so home-based care has become the first choice for aged Chinese.However,China’s home-based care mode has been restrained by various factors,and hasn’t achieved satisfactory results.As the development of internet and other information technologies,a brand new home-based elderly care has emerged,which is “Internet + home-based care”.This mode can make full use of online advantages in terms of aging care resources and allow the service can meet various requirements of different elderly.Through the study and analysis of materials,this paper includes five parts.The first part illustrates the background,significance and status quo of the study.Under the background of China’s aging society and advancing internet technology,this paper analyzes the significance of government function of the “Internet + home-based care”.Meanwhile,on the basis of research,this paper summarizes references from home and abroad.The second part defines related concept of this paper and states relevant theories,and elaborates the necessity of government involving in the “Internet + home-based care”,mainly analyzing that government policy can attract inputs from social resources,government mechanism can regulate different parties’ behaviors and government supervision can ensure correct orientation.The third part analyzes the current situation,problems and reasons of government function in the “Internet + home-based care”.Firstly,the paper interprets the statues of the “Internet + home-based care” as well as the way government involves.Secondly,this paper points out four problems according to the current situation,including the inaccurate role of government in the “Internet + home-based care” mode,insufficient targeted legal system,immature elderly care information platform and ignorance of demands of various types of the aged.Finally,this paper puts forward four reasons based on the status quo and problems of government functions of the “Internet + home-based care”,including unclear division of responsibility,unsound elderly care legal system,inferior information sharing among government departments and incomplete consideration of actual elderly care demands.The fourth part is mainly on the United States and Japan "Internet plus home care mode is introduced,respectively from the two aspects of the practical application of the actions of the government,enterprises,and so propose that our government should emphasis three factors,including building elderly care platform,guiding multiply parties’ involvement and management as well as protecting based on elderly care welfare regime.The fifth part is the conclusive part,and makes the following four suggestions according to analysis and summary of the four parts.In regard to role playing,government should enhance the leading role,pinpoint its supervision responsibility,build PPP model of the “Internet + home-based care” thus to form the elderly care system participated by government,society and family.With respect to legal system,research of the “Internet + home-based care” should be reinforced;thorough legal mechanism should be built to promote the mode developing in the track of law thus to provide legal support for its development and management.In terms of service platform,government should strength communication and cooperation among different departments,increase input to the “Internet + home-based care”,intensifies elderly care infrastructure building,and promotes the exchange of information.By virtue of elderly care demands,government should enhance technology education of the aged in information,resolve the obstacles from the “gray divide” and improve the service content so as to meet various demands.
