In the 1970 s,American scholar Solomon conducted a long-term observation of African-American blacks and described the process of helping the Negro by using the word "empowerment." With the development of social science and technology,the smart phone has become an indispensable tool in people's life and has become the most fashionable "empowerment" in the eyes of many scholars.?2016 Henan Province Internet Development Report?shows that the number of mobile phone users in Henan ranked first in the six central provinces,Zhengzhou,Henan Province as the capital,the popularity of smart phones,popularization rate ranks first in the province.Based on the researches on empowerment in political science and psychology,this article combines with the use of new media,prepares the questionnaire and the outline of deep interview to try to solve the following three problems:Does the use of smartphones affect the political empowerment of migrant workers? Does the use of smart phones affect the working mentality of migrant workers? How to improve the new media empowerment effect?After the analysis of 525 valid questionnaires,author finds that the new media have a general effect on individual empowerment of migrant workers in central China,and the effect on political empowerment is slightly higher than that of work-based empowerment.Among them,the new media have the most significant impact on the argumentative political participation of migrant workers in informal occasions,and the most significant impact on the self-efficacy of migrant workers.Through in-depth interviews with 21 migrant workers of different genders,ages,and industries in the past six months,it was found that the problems and causes of new media empowerment of middle-aged peasant workers are mainly in the following aspects: Functional use of entertainment resulted in low frequency of access to empowerment information;Difficulties in protecting the rights of the Internet have led to a low degree of participation in political information,and the low quality of work information has led to an insignificant improvement in working conditions.According to the technology acceptance model proposed by Davis and Warshaw in 1989 and Skinner's reinforcement theory,the author believes that strengthening the stimulation of migrant workers' external motivation by new media is a precondition for new media empowerment.Specific methods can be used to strengthen the publicity and education of new media learning functions;enhance the degree ofpolitical information embedded in the large platform,practicality;improve the ease of use of the information of the work class applications,usefulness of these three aspects to improve the new media to the central migrant workers' individual empowerment effect.
