At present,China’s rapid social changes have brought tremendous impetus to the market.At the same time,it has brought with it various contradictions.This has become an important reason for the current society to strengthen its governance.As the end of the national governance system,the governance of rural grassroots society is significantly more difficult.There is a phenomenon that it is difficult to effectively allocate governance resources,public services are not in place,and functions are not perfect.Based on these problems,the Party Central Committee with Comrade Xi Jin ping as the core has proposed a new viewpoint of "innovative social governance" from the perspective of the overall development of the country.Therefore,actively exploring the basic social governance under the ancient order of courtesy and courtesy in the Sui and Tang Dynasties,has a high research value and practical significance for improving the governance level and innovating modern grassroots social governance.The article will discuss the ritual and law spirit of social governance during the Sui and Tang Dynasties combined with historical materials,and will focus on exploring the model of social governance at the grassroots level during the Sui and Tang Dynasties and the enlightenment to modern grassroots social governance.The full text is divided into four parts:The first part is an overview of ritual and law,including the connotation and origin of ritual and law,the specific meaning of ritual and law,and then learning about the social functions of local conditions and the spiritual power of deterring the people.Emphasis on the rulers,and later became the reason for the state’s important rules of conduct and spiritual restraint.The second part discusses the "harmony of ritual and law" during the Sui and Tang Dynasties.The laws of the Sui and Tang Dynasties represented the highest level of the laws of ancient China.The ideology of etiquette contained in the Sui and Tang dynasties represented the highest point of the combination of courtesy and law in ancient China.The laws of the Sui and Tang Dynasties,on the basis of the absorption of Confucianism,joined the Confucian classics and better integrated rule of courtesy and rule of law.The third part mainly introduces the concrete measures of social governance at the grass-roots level in the Sui and Tang Dynasties.Including three aspects: First,it includes the state power within Village,followed by the patriarchal ethical system at the core of patriarchy,and finally,other grassroots social governance methods represented by the affluent class and social organizations.The fourth part focuses on the evaluation of the etiquette order and the grassroots social governance.Through judging the progressiveness and limitations of social governance at the grass-roots level in the Sui and Tang Dynasties,we took its essence and went to the dregs,and tried to explore how to apply it to contemporary grassroots social governance.
